We are seeking an experienced, strategic, and collaborative Director of Lake County Programs to provide leadership and oversight for a diverse portfolio of behavioral health, child welfare, youth development, and community-based services throughout Lake County. The ideal candidate is a mission-driven leader with strong clinical knowledge, operational expertise, and a passion for supporting children, youth, families, and communities. This role requires the ability to balance program quality, fiscal stewardship, staff development, community partnerships, and innovative service delivery while ensuring excellence in care and outcomes.

What You'll Do

Key responsibilities include:

  • Provide overall leadership, direction, and oversight for Lake County programs, ensuring high-quality services across behavioral health, rehabilitation, substance use disorder treatment, foster care, wraparound, residential, and school-based programs.
  • Oversee clinical and program operations while promoting effective coordination of services for children, youth, families, and individuals with complex behavioral health and social service needs.
  • Monitor program performance, revenue, and expenditures to ensure fiscal responsibility, sustainability, and alignment with organizational goals.
  • Participate in strategic planning, program development, and implementation of new services that respond to emerging community needs and funding opportunities.
  • Collaborate with clinical leadership to support treatment planning, program reviews, quality improvement activities, and resolution of reportable incidents and service concerns.
  • Provide leadership in budget planning, review financial performance, and authorize expenditures consistent with approved budgets and organizational priorities.
  • Recruit, interview, hire, supervise, mentor, and develop program managers, supervisors, clinicians, rehabilitation specialists, and support staff.
  • Foster a positive, collaborative culture through staff development, training, coaching, performance management, and succession planning efforts.
  • Work closely with leadership teams across RCS to ensure seamless coordination among programs and alignment with the agency's mission, values, and strategic objectives.
  • Establish and maintain productive partnerships with county agencies, schools, child welfare organizations, behavioral health providers, regional centers, community partners, and other stakeholders.
  • Represent RCS within community collaboratives, public meetings, and professional organizations to strengthen partnerships and advance services for vulnerable populations.
  • Ensure compliance with licensing requirements, contractual obligations, organizational policies, and applicable regulatory standards while promoting continuous quality improvement.
  • Prepare and review program reports, operational data, and outcome measures to support informed decision-making and effective communication with executive leadership and the Board of Directors.
  • Respond to complex operational issues, critical incidents, and crisis situations while maintaining a focus on safety, service quality, and positive outcomes.
  • Support community engagement, public relations, fundraising, special projects, and organizational initiatives as assigned.

  • A master's degree in Behavioral Science, Social Work, Psychology, Counseling, or a related field.
  • California BBS licensure (or eligibility consistent with program requirements).
  • Significant leadership and supervisory experience in behavioral health, child welfare, youth services, or related community-based programs.
  • Experience managing complex programs, budgets, contracts, and multidisciplinary teams.
  • Strong clinical judgment, strategic thinking, and problem-solving skills.
  • Excellent communication, relationship-building, and community partnership abilities.
  • A commitment to trauma-informed, culturally responsive, family-centered, and strengths-based services.
