Position Summary: The position of Program Director II is full-time, based on a 40 hour week, and is a licensed clinician. This position has overall management responsibility for the services of SMC FSP (including REACH) team. The Program Director supervises FSP, including BBS Licensed, registered or certified staff; has responsibility to evaluate program staff; and is responsible for staff compliance with all San Mateo County, State regulations, HIPAA, service delivery and documentation, Electronic Health Record, Quality Assurance and all Medi-Cal regulations. The Program Director works under the supervision of the Director of CM; is responsible for the day to day operations of the program and partners with the Director of Clinical Operations to ensure client care. 


Essential Duties & Responsibilities: 

  • Manage direct service staff – productivity expectations, basic job performance, caseloads and training. 

  • Providing individual and group counseling (as needed), crisis intervention, supervise assessments, participate in treatment planning, and case management as needed. 

  • Track, monitor and maintain overall program expectations, staff productivity and census as per contract requirements and program goals. 

  • Review the 3 CCCs KPI measures utilizing the streamline collaboration document and data with staff (at least x1 per month or more as assigned).  

  • Collaborate with the DCM and ED to review contracts, budgets, and systematic changes that roll out to the program.  

  • Complete annual and 90-day reviews for all staff.  

  • Responsible for staff compliance with BHRS regulations and Calaims documentation standards (FFS).  

  • Maintain a 50% billable service rate across the department.  

  • Collaborate with Quality Management department and work closely with Quality Assurance on reports, follow-up with staff on compliance standards and accurate, timely chart review, approval of all documentation. 

  • Collaborate with clinical lead to develop trainings and program workflows. 

  • Responsible for weekly unit meetings to support implementations, training, and communication. 

  • Support staff morale with the essential component of staff wellbeing- provide team building activities to ensure team dynamic is healthy and at its optimum 

  • Attend BHRS county meetings. 

  • Support agency development and leadership as necessary. 

  • Maintains excellent communication with staff, county, and community. 

  • Provide weekly supervision to staff, along with if able, provide clinical supervision for licensure (once licensed 2+ years) 

  • Perform other related duties, responsibilities and special projects as assigned. 


Qualifications

Qualifications & Skills

  • Current license with the BBS (LMFT, LCSW, or LPCC) 

  • Current and valid California driver's license. 

  • Experience in substance use treatment delivery. 

  • Preferred Experience with Matrix Intensive Outpatient Program 

  • Language Skills – Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the public. 

  • Bilingual in English and Spanish and/or ASL especially desirable 

  • Computer Skills – To perform this job successfully, an individual should have knowledge of Internet software, Word Processing software and Electronic Health Record 

  • Demonstrated ability to work and communicate well within a culturally diverse, multidisciplinary team. 

  • Other Skills and Abilities – Strong written and verbal communication skills. 

Position Requirements: 

  • Physical: Occasionally required to push/pull objects up to 50 lbs., and to lift/carry objects up to 25 lbs. Frequently required to perform moderately difficult manipulative tasks such as typing, writing, etc. Must be able to walk, stand, and sit for extended periods.
  • Sensory: Frequently required to read documents, written reports, and plans. Must be able to distinguish normal sounds with some background noise, as in answering the phone, interacting with residents and staff, etc. Must be able to speak clearly and understand/be understood using the English language.
  • Cognitive: Frequently required to concentrate on moderate detail with constant interruption. Must be able to attend a task/function for 20-45 minutes at a time. Frequently required to understand and relate to specific ideas, several at a time. Must be able to remember multiple tasks/assignments given to self and others over a period of several days.
  • Environmental Conditions: Frequent exposure to varied office and mixed (residential/office) environments. Occasional exposure to toxins and poisonous substances, dust, and loud noises.
  • Equipment: Frequently required to use a computer, phone, and fax machine.

Essential Requirements: 

  • Must be able to meet and receive a criminal records clearance, as required by Title XXII, other licensing regulations, and Caminar practices.
  • This position may require limited, occasional, or frequent driving.  If required, a valid California driver's license, a reliable personal vehicle, and current personal auto insurance is required by law.  In addition, an MVR sufficient to obtain and maintain insurability under agency auto liability policies are all essential job requirements.
  • Must be able to pass post offer, pre-employment medical and drug tests as required under State Community Care Licensing regulations and/or agency policies.
  • If applicable, a personal cell phone with reliable service and a data plan to use for business purposes.
  • May be required to obtain and maintain First Aid and CPR certification.
