Northrop Grumman Defense Systems (NGDS) sector is seeking a Program Cost Analyst (Level 2/3) to support the AARGM-ER EMD program within our Business Management organization. There is no telework option for this position; it will be located in Northridge, CA for our NG Advanced Weapons Business Unit. Relocation is also available.
The qualified candidate will be required to work in a team environment and under a general level of guidance and direction. Will be required to assist or provide direct support to the Program Management Office (PMO) and Control Account Managers (CAMs) on the planning, implementation, and monitoring of Earned Value Management Systems processes. Will analyze data, generate financial reports, anticipate/resolve problems, report on the financial status of a program, and make recommendations to the program management office, customer, and internal senior leadership. The candidate will be the interface between program finance and the program office for financial analysis issues, concerns, and project financial status, and will provide day to day support of assigned programs, contracts, and subcontract financial matters. Selected candidate will be responsible for the preparation and submittal of both internal and customer reports including EVMS metrics, variance drivers, monthly program forecasts, reviews, Estimate at Complete (EAC), Estimate To Complete (ETC), and internal Sales, Operating Margin (OM), Cash, and backlog forecasts.
Roles and responsibilities may include but are not limited to the following:

Assists with the maintenance of an Earned Value Management (EVM) baseline that interfaces with an MS Project schedule

Works with Program Management, IPTs, CAMs, and functional business analysts to perform detailed cost/schedule planning, Earned Value variance analysis, identification of cost/schedule problems, and developing corrective action plans.

Timely and accurate Estimate at Completion development, analysis, and reporting
-
Financial reporting to include creating of AOP and monthly financial forecasts, cash flow and material forecasts, and invoiced/unbilled analysis.

Performs financial analyses such as funding profiles, Sales & OM outlook, and variance analysis

Interface with program and functional management to provide financial support and analysis to meet program requirements.

Assists in preparing for internal and external audits and/or compliance reviews

Basic Qualifications Program Cost Analyst (Level 2):

High school diploma or GED with a minimum of 7 years of business, finance, and/or program control experience

Bachelor's degree in Business, Finance, Accounting, or related discipline with a minimum of 3 years of business, finance, and/or program control experience
-
Master’s degree in Business, Finance, Accounting, or related discipline with a minimum of 1 year of business, finance, and/or program control experience
-
-
Prior program cost control experience, including Earned Value Management
-
Strong working knowledge of Earned Value Management principles and EVMS software (Deltek Cobra/MPM)
-
Prior financial analysis and/or reporting experience
-
Defense Industry Experience with working knowledge of FAR/DFARS, and other U.S. Federal Government contracting regulations
-
Proficient in Microsoft Office applications
-
Skilled in preparing and analyzing data, with strong critical thinking skills able to work independently with general direction

Ability to obtain and maintain an Active U.S. Department of Defense (DoD) Secret security clearance
Preferred Qualifications:

Salary Range: $72,100.00 - $108,100.00Salary Range 2: $88,700.00 - $133,100.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
