POSITION SUMMARY:

The person in this position will be responsible for providing administrative and programmatic leadership and oversight for the HOPWA program(s). Essential Job Functions include, but are not limited to, the following:

ESSENTIAL JOB FUNCTIONS:

  • Provide administrative leadership and supervision of day-to-day operations of the HOPWA program(s);
  • Function as a liaison to the Director of Housing Services, Deputy Administrator, subcontractors, and external groups and agencies in promoting inter-organizational collaboration including attending community meetings as required;
  • Responsible for collection and submission of weekly, quarterly, and annual reports as required by the contract;
  • Knowledge of the Clinical Data System and HMIS (Homeless Management Information System);
  • Assist in grant planning and initiation of potential funding opportunities when required;
  • Participate in design and implementation of research, such as program evaluation and outcome studies;
  • Hire and arrange for staff development, education, and training activities;
  • Implement Quality Assurance and Utilization Review systems that monitor the effectiveness of the program;
  • Assist in developing and implementing fiscal and budgetary tracking systems, and provide oversight and management of the operating budget and program expenditures;
  • Monitor compliance with all required standards, regulations, and state and federal guidelines;
  • Develop, implement, and monitor procedures to meet agency policies and contract management including the preparation of comprehensive reports for funding or agency sources;
  • Must embrace and embody the mission, vision, guiding principles, clinical vision, and goals of WestCare Foundation;
  • Other relevant duties as assigned.
Qualifications

ESSENTIAL QUALIFICATIONS:

To perform this job successfully, an individual must be able to perform the duties and responsibilities satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

  • Ability to establish relationships with HOPWA eligible clients, health care teams, and community service providers.
  • Ability to exercise good judgment and discretion.
  • Ability to operate a computer and complete documents in Microsoft Word program formats with strong knowledge of Excel or the ability to learn.
  • Ability to respond as needed to crisis situations in an efficient manner.
  • Ability to work well in a team environment.
  • Adherence to the highest standard of ethical conduct, especially to standards governing confidentiality.
  • Professional appearance and demeanor.
  • Must be able to successfully obtain and maintain a criminal background clearance.
  • Valid driver’s license and ability to obtain and maintain WestCare’ s vehicle insurance is required; and
  • CPR Certification, First Aid Certification, and an annual Tuberculosis test.
  • During your tenure with WestCare there may be new requirements, including, but not limited to vaccinations that are issued by local, State, Federal, and/or Funders that WestCare may have to comply with. Should this occur Human Resources or appropriate personnel will inform you.

EDUCATION and/or EXPERIENCE:

  • Demonstrate knowledge of housing services including one (1) year experience managing and three (3) years’ experience working in similar programs; working with the homeless population, substance use disorder and/or mental health care systems is required.
  • Demonstrate knowledge of target population including three (3) years’ experience serving people living with HIV is required.
  • A minimum of three (3) years’ experience implementing trauma-informed approaches is required.
  • A minimum of three (3) years’ experience with data collection, data analysis, and confidentiality is required.
  • Graduation from an accredited four-year college with a degree in Addiction Counseling, Counseling, Social Work, Psychology, or a related field is preferred.
  • High School Diploma or equivalent is required.

LICENSURE/CERTIFICATION:

  • Not applicable for this position.

WORKING CONDITIONS:

  • Work is primarily performed in an office setting; and
  • Some outdoor activities may be required.

Skills Required

  • One year of experience managing housing services programs
  • Three years of experience working in similar programs involving homelessness, substance use disorder, and/or mental health care systems
  • Three years of experience serving people living with HIV
  • Three years of experience implementing trauma-informed approaches
  • Three years of experience with data collection, data analysis, and confidentiality
  • High school diploma or equivalent
  • Four-year college degree in Addiction Counseling, Counseling, Social Work, Psychology, or a related field
  • Ability to obtain and maintain criminal background clearance
  • Valid driver's license and ability to maintain employer vehicle insurance
  • CPR certification
  • First Aid certification
  • Annual tuberculosis test
  • Proficiency with Microsoft Word and Excel, or ability to learn
