Position Overview

The Infrastructure Project Coordinator will lead the day-to-day delivery of hospital infrastructure enhancement projects for Operation Smile Rwanda. The role will finalize and manage project timelines, monitor budgets, coordinate required tenure applications for infrastructure work, and oversee contractors. The coordinator will plan and track schedules of work, enforce quality and safety standards, and ensure that projects are completed on time and within budget. In collaboration with clinical and technical teams, the coordinator will also procure appropriate equipment for spoke hospitals in accordance with OSI guidelines and approved budgets.

The coordinator will lead regular project-management meetings with the Country Manager, Finance Manager, and Regional Director.

Key Areas of Work and Responsibility

Project Management

  • Conduct internal project assessments to validate recommendations from contracted engineers and architects.
  • Complete bid analyses to ensure best value options for assigned projects, and provide on-site daily monitoring, inspection, and reporting of construction works.
  • Chair and document weekly site meetings with the Project Engineer and contractor. Review the work plan, construction progress, requests for information, change orders, material inspections, and other relevant activities, and record decisions, owners, and follow-up actions.
  • Supervise and provide instructions to contractors as required to adhere to their work schedule and the required quality and safety standards.
  • Conduct regular site inspections to ensure contractors maintain health and safety within the hospital grounds and project site and ensure that safety rules and best practices are strictly followed.
  • Advise the Project Engineer and OSR Country Manager of any concerns and propose recommendations for improvements or changes required through regular meetings
  • Coordinate progress update meetings/conference calls with the necessary parties as requested by the Country Manager.
  • Create weekly progress reports, quantities, change orders and store progress photographs in the designated project management systems.
  • Manage any unexpected problems during the project and assist through any conflict resolution with the contractor, if necessary.

Infrastructure

  • Examine engineering architectural drawings and review design computations to ensure compliance with sound engineering practices and established international and local standards, codes and regulations.
  • Verify contractor’s fulfillment of specifications in the Bill of Quantities and construction contracts and review the quality of material samples to ensure it meets or exceeds standards.
     

Equipment

  • Prepare a comprehensive list of required perioperative equipment in accordance with OSI global standards, in consultation with the in-country Program team, the OSR Regional Medical Officer, and the headquarters logistics and warehouse team
  • Review availability of equipment within Rwanda or the need to import from outside and work on a procurement plan including projection of lead time for delivery.
  • Ensure that all equipment procured has the appropriate maintenance contracts and a regular maintenance schedule for durability and sustainability of health services.
     

Finance

  • Review contractor invoices through verification of BOQ, work with Project Engineer and Contractor to prepare documents for final approval and payment by OSR finance.
  • Ensure the project is delivered on time and budget by setting benchmarks, budget approval, and monitoring progress.

Desired Education and Work Experience:

  • Bachelor’s degree in civil engineering, construction management, architecture or a related field.
  • Previous experience working in a construction project, especially in a hospital setting will be an added advantage
  • Minimum of five (5) years of coordinating large-scale projects including work related to construction, remodeling, and renovation of new or existing infrastructure

Skills Required

  • Bachelor’s degree in civil engineering, construction management, architecture, project management, business administration, or a related field
  • At least five years of experience coordinating large-scale projects, including construction, remodeling, renovation, or infrastructure work
  • Previous construction project experience, particularly in a hospital setting
