Description of Work

*This position is Exempt from the Human Resources Act (EHRA) with the exception of Articles 6 and 7. This is a full-time position (40 hours per week) with applicable State Benefits.*
This position provides technical and administrative support to the Emerging Contaminants in Small or Disadvantaged Communities (ECSDC) source assessment team related to communication, scheduling, research, general data analysis and reporting of program metrics. The position is responsible for assessing, supporting, and planning initiatives and requirements related to emerging contaminants source assessment program in North Carolina, including per- and polyfluoroalkyl substances (PFAS) in drinking water systems.
This position plays a key role in ensuring DEQ meets strategic plan goals related to PFAS, including community public water system source assessment activities such as program development, integration, innovation, issue management, program evaluation, strategic planning, budget development and monitoring, team coordination, communications, program metric reporting and stakeholder engagement.
Other Key Responsibilities:
Coordinating and implementing program or project assignments established by DEQ management and grant sources.
Conducting ongoing evaluations of assessment of contracting programs and services
Assisting program managers and Division leadership with day-to-day delivery program implementation.
Provide consultation and support to DEQ leadership on PFAS-related program initiatives.
Coordinate department-wide, division-wide, or program-specific PFAS source assessment activities and special projects.
Support coordination of intra- and interdivisional projects and processes.

Recruitment Range:  $47,703 - $73,682

The Office of Continuous Improvement:

The Office of Continuous Improvement (OCI) enhances the performance of the DEQ by fostering compliance and efficiency across diverse projects. OCI leverages business processes, data analysis, compliance, and engineering expertise to drive improvement. 

Embedded within DEQ divisions, OCI works to develop and strengthen processes and workflows that support DEQ's mandate to deliver federal funding effectively and equitably for infrastructure, energy, and resilience projects. OCI is charged with helping DEQ teams solve challenges, provides data strategy, technical support, and policy expertise.

The Emerging Contaminants in Small or Disadvantaged Communities (ECSDC) Grant Program:

The (ECSDC) grant program supports community public water systems to comply with federal drinking water standards for PFAS.  A key part of this grant program evaluates source(s) that may be contributing to the contamination of individual public water systems.  The emerging contaminant source assessment project team ensures through coordination, communication and project management ECSDC grant funded contracts are administered consistent with DEQ EC program goals in determining EC sources. The program ensures collaboration amongst multiple DEQ divisions and programs, fulfilling a range of technical roles in contract administration, project management support, technical review, program evaluation, data analysis, metrics reporting, program integration, etc. to identify the sources of emerging contaminants.

This position currently qualifies for a hybrid telework option with routine office and remote workdays. The NC Department of Environmental Quality trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management. 

Minimum Education and Experience

Bachelor’s degree from an appropriately accredited institution and two (2) years of experience related to the area of assignment; or an equivalent combination of training and experience.
