POSITION SUMMARY 

The Program Compliance Manager is responsible for leading and coordinating programmatic compliance activities across programs/contracts funded at TTC through government contracts, grants, and other third-party funding sources. This position serves as a key resource to leadership and program staff by monitoring regulatory requirements, tracking contract deliverables, conducting compliance reviews, supporting audits, and implementing corrective action strategies. The Program Compliance Manager works collaboratively with program, quality improvement, finance, and senior leadership team to promote compliance, reduce organizational risk, ensure contractual performance, and support the delivery of high-quality, patient-centered services.

CATEGORIES OF DUTIES

  • Monitor compliance with federal, state, county, and organizational requirements applicable to behavioral health, substance use disorder, prevention, recovery, and supportive service programs. 
  • Review program contracts, amendments, scopes of work, and funding requirements to ensure operational compliance and successful implementation of contractual obligations. 
  • Monitor key performance indicators, client outcomes, utilization measures, and other contractual performance standards to ensure programs meet funder expectations and organizational goals. 
  • Develop and maintain systems to track contract deliverables, performance measures, reporting deadlines, funding requirements, corrective actions, and compliance obligations across multiple programs and funding sources. 
  • As appropriate, support senior leadership with external audits, site reviews, funder monitoring visits, and regulatory inspections by coordinating audit preparation and response activities. 
  • Collaborate with program Directors/Supervisors as they develop, implement, monitor, and document corrective action plans resulting from audits, monitoring activities, incidents, or compliance findings. 
  • Assist in the development, implementation, and periodic review of policies, procedures, workflows, and compliance tools to ensure alignment with current requirements and best practices. 
  • Generate and present compliance reports, risk assessments, or trend analysis for senior leadership, quality committees, and program management teams. 
  • Deliver compliance-related training and TA to program staff/supervisors, regarding documentation, contract obligations, regulatory standards, and organizational expectations. 
  • Develop a database or other tracking tools used to monitor reporting deadlines, corrective actions, licensure requirements, contract deliverables, and compliance metrics.
  • Work with Quality Assurance/Integrity, Clinical, Human Resources, Finance, and Operations teams to support organizational compliance initiatives and performance improvement efforts.

EDUCATION/TRAINING/EXPERIENCE

  • Bachelor’s degree required; Master’s degree preferred in Public Administration, Public Health, Social Work, Behavioral Health, Healthcare Administration, Nonprofit Management, or a related field. 
  • Minimum 3–5 years of progressively responsible experience in behavioral health, healthcare compliance, contract management, grants management, quality assurance, or program administration. 
  • Knowledge of DMC ODS, DMH, California DHCS regulations, county contract requirements, and behavioral health accreditation standards. 
  • Strong analytical, project management, report-writing, and data management skills.
  • Advanced proficiency in Microsoft Excel, SharePoint, and compliance tracking systems. 
  • Ability to manage multiple projects and deadlines while working collaboratively across departments.
