Concurrent Technologies Corporation (CTC) is seeking a qualified and proactive Program Analyst to support federal capital investment and infrastructure initiatives within the Energy, Resilience and Sustainability (ERS) Division. This position will support the ERS Division’s client, Marine Corps Installations Command (MCICOM), Facilities Directorate (GF) Professional Services, providing programmatic support for government special projects that advance infrastructure resilience, energy security, mission readiness, and the long-term sustainability of federal installations and assets.

The ideal candidate will have a strong background supporting Marine Corps, Department of Defense (DoD) facilities, NAVFAC, or other federal infrastructure programs and be comfortable working in a complex, multi-stakeholder environment. The position requires strong analytical, organizational, communication, and coordination skills, with the ability to support program management support.

Key Responsibilities:

  • Provides program management support for capital investment initiatives by assisting with development and maintenance of program plans, guidance, tracking tools, and execution documentation for Restoration and Modernization (RM), Demolition, Operations & Maintenance (O&M), and MILCON programs.
  • Supports development and maintenance of long-range RM plans, track program execution, and prepare weekly/monthly status updates.
  • Drafts and coordinates official program documentation, including Authority to Advertise, Congressional Notifications, guidance updates, SOPs, and demolition plans.
  • Conducts data analysis across RM, Demolition, O&M, and MILCON programs and assist in producing execution metrics, reports, and decision briefs.
  • Monitors financial actions, commitments, obligations, and UPOB requests; identify deviations and summarize recommended corrective actions.
  • Assists with Capital Improvement Working Group governance activities, including meeting logistics, agendas, briefing materials, minutes, and after-action documentation.
  • Collaborates with stakeholders to develop project documentation and support initiation and tracking of priority infrastructure projects.


Basic Qualifications:

  • Bachelor’s degree in a relevant discipline (e.g., engineering, architecture, business, public policy, public administration).
  • 2–4 years of experience supporting Government or DoD programs, including MILCON project development, budgeting, or facilities lifecycle processes.
  • Familiarity with FSRM, MILCON, demolition programs, or similar federal facilities portfolios.
  • Strong writing skills for developing draft briefs, summaries, and technical content for Government review.
  • Strong attention to detail with excellent time management, project management, follow‑through, and communication skills.
  • Ability to work both independently and collaboratively in virtual and in‑person team environments.
  • Ability to manage multiple projects and competing priorities under tight deadlines.
  • Proficiency with Microsoft tools, including MS Teams, Word, Excel, and PowerPoint.


Preferred Qualifications

  • Direct experience supporting Marine Corps installations facilities programs
  • Experience preparing official program documents such as ATAs, Congressional Notifications, or SOPs.
  • Exposure to low‑code or automated reporting tools and ability to support template-driven reporting.
  • Experience using or supporting systems such as ETMS2, FMT, or other government program-tracking databases.
  • Experience coordinating meetings or working group activities (logistics, agendas, minutes, documentation).
