Everforth ECS is seeking a Program Analyst - Systems Engineering to work in the National Capital Region covering the Pentagon, Falls Church, and Fairfax. Please Note: This position is contingent upon contract award.
The War Data Platform (WDP) is a key initiative within the U.S. Department of War's (DoW) AI-First strategy introduced in early 2026. The WDP focuses on operational warfighting data and aims to accelerate the deployment of artificial intelligence (AI) on the battlefield. The WDP extends to Unclassified, Secret, and Top Secret environments, and supports collaboration between Combatant Commands, Joint Staff directorates, Senior Executive Service leaders, and operational analysts.
• The Program Analyst – Systems Engineering supports requirements management, engineering analysis, and technical governance activities across the WDP Core Integration portfolio, ensuring that operational, cybersecurity, and architectural requirements are accurately captured, maintained, and traceable across all classification enclaves in alignment with Engineering Control Board-approved technical baselines. In this role, the analyst bridges stakeholder mission needs and engineering execution by producing structured requirements artifacts, gap analyses, and decision-support products that advance system readiness, integration planning, and program-level visibility throughout the WDP development lifecycle.
• Conducts systems engineering program analysis activities supporting War Data Platform (WDP) Core Integration by organizing, validating, and maintaining requirements across Unclassified and NIPR, Secret and SIPR, and Top Secret and JWICS enclaves.
• Translates operational, cybersecurity, and architectural needs into structured technical specifications that align with system engineering baselines, access-control personas, and mission objectives supporting Combatant Commands, Joint Staff elements, and Federal partners.
• Operates a requirements management environment using tools such as DOORS Next, Jira, Confluence, and SharePoint to maintain traceability, record change histories, document dependencies, and map requirement relationships across engineering, cybersecurity, data, and DevSecOps workstreams.
• Facilitates collaborative requirements elicitation by coordinating stakeholder discussions, technical review sessions, and Engineering Control Board interactions to document findings, assess impacts, present trade-off considerations, and support engineering decision cycles.
• Performs structured gap analyses that evaluate design coverage, identify compliance risks, assess integration constraints, and support program planning artifacts.
• Develops analytical products including requirements matrices, impact assessments, decision briefs, engineering summaries, and progress reports supporting enterprise visibility and milestone execution.
• Contributes to scheduling and coordination activities by aligning requirement updates with release planning, technical baselines, and system integration timelines.
• Strengthens program governance by reinforcing disciplined requirements processes, improving documentation quality, advancing system readiness, and sustaining transparency across the War Data Platform (WDP) Core Integration engineering ecosystem.
• Performs other duties as assigned.
• Current Secret security clearance with the ability to obtain and maintain a Top Secret (TS) security clearance with Sensitive Compartmented Information (SCI).
• 3 or more years of progressive experience in systems engineering, requirements management, or a closely related discipline, with demonstrated experience supporting structured requirements analysis and technical documentation for federal or defense programs.
• Demonstrated experience operating requirements management tools, including DOORS Next, Jira, Confluence, or SharePoint, to capture, maintain, and trace system requirements across engineering, cybersecurity, data, and DevSecOps workstreams in a multi-enclave classified environment.
• Proven ability to translate operational, cybersecurity, and architectural stakeholder needs into structured technical specifications, requirements matrices, and traceability artifacts aligned to Engineering Control Board-approved system design baselines.
• Experience facilitating requirements elicitation sessions, technical and gate review meetings, and engineering coordination forums, including demonstrated ability to document findings, assess change impacts, and present trade-off considerations to cross-functional engineering and program leadership audiences.
• Demonstrated ability to perform structured gap analyses that assess design coverage, identify compliance risks, evaluate integration constraints, and produce decision-support products such as impact assessments, engineering summaries, and program planning artifacts.
• Proven ability to coordinate requirements updates with release planning schedules, technical baseline milestones, and system integration timelines in support of Agile or DevSecOps program delivery cadences.
• Strong problem-solving and decision-making capabilities, with a proven ability to weigh the relative costs and benefits of potential actions and identify the most appropriate solution.
• Highly developed interpersonal and oral/written communication skills, with the ability to effectively and professionally interact with a diverse set of stakeholders (from peers to end-users to executive management).
