Position title: Program Analyst III (SURGE)

Location: Arlington, Virginia

Responsibilities include (but are not limited to):

  • Strategic & Technical Program Support: Assist in the planning and execution of S&T initiatives by conducting special studies, coordinating multi-disciplinary teams, and providing recommendations to align programs with Naval needs. Support Technology Readiness Assessments (TRA) and Manufacturing Readiness Levels (MRL), and act as a technical liaison with key stakeholders (PEOs, SYSCOMs, OSD, etc.).
  • Financial Planning & Analysis: Conduct detailed financial analysis, develop and maintain fiscal metrics, and track program performance. Support all phases of financial planning and budgeting for S&T fiscal submissions, including the Program Objective Memorandum (POM) process. Prepare financial summaries, reports, and briefings for data calls, Mid-Year Reviews, and other leadership activities.
  • Program and Administrative Operations: Provide analytical and administrative support to ensure smooth day-to-day operations. This includes developing and evaluating internal Standard Operating Procedures (SOPs) for audit readiness, tracking and routing data calls and correspondence, and managing administrative functions (e.g., timekeeping, travel, training).
  • FFRDC Sponsor Feedback Management (As Assigned): Manage all aspects of the Federally Funded Research and Development Center (FFRDC) Sponsor Feedback Process, including documenting workflows, maintaining the online system, and reporting on results. (FFRDC support).
  • Specialized IT & Communication Support (As Assigned): Based on specific billet assignment, provide specialized support which may include: designing web page content for Corporate Strategic Communications (CSC); ensuring stakeholder awareness of IT initiatives for Code 53; or serving as the Telecommunications Service Control Officer for Code 53.
Qualifications
  • A master's degree in Finance, Business Administration, Public Policy, or a related field from an accredited institution and have at least ten (10) years of recent experience in program management, financial analysis, or management consulting within the Department of Defense (DoD) or Department of the Navy (DON).
  • The requirement for a degree may be waived if the Program Analyst III has a high school diploma or equivalent and has at least fifteen (15) years of recent experience in program management, financial analysis, or management consulting within the Department of Defense (DoD) or Department of the Navy (DON).
  • Proven ability to liaise effectively with senior military, government, and civilian personnel.
  • Demonstrated experience with the DoD/DON budget cycle, including POM development, and familiarity with federal financial regulations (e.g., FMR, FMPM).
  • Superior written and verbal communication skills, with experience preparing briefs, reports, and official correspondence for senior leadership.

 

Desired additional qualifications:

  • Direct experience supporting ONR, the Naval Research Enterprise, or a similar S&T organization.
  • Familiarity with DoD property accountability regulations and FIAR standards.
  • Proficiency with Navy ERP (or similar financial management systems) and Microsoft Power Apps.

Skills Required

  • Master's degree in Finance, Business Administration, Public Policy, or related and at least ten (10) years recent DoD/DON program management or financial analysis experience.
  • High school diploma or equivalent with at least fifteen (15) years recent DoD/DON program management or financial analysis experience (degree waiver alternative).
  • Proven ability to liaise effectively with senior military, government, and civilian personnel.
  • Demonstrated experience with the DoD/DON budget cycle, including POM development, and familiarity with federal financial regulations (FMR, FMPM).
  • Superior written and verbal communication skills; experience preparing briefs, reports, and official correspondence for senior leadership.
  • Active SECRET security clearance.
  • Direct experience supporting ONR, the Naval Research Enterprise, or a similar S&T organization.
  • Familiarity with DoD property accountability regulations and FIAR standards.
  • Proficiency with Navy ERP (or similar financial management systems) and Microsoft Power Apps.
