Position Title: Program Analyst II
Location: On-Site at DARPA Headquarters, 675 N Randolph Street, Arlington, VA 22203

Annual Salary Range: $75,000 - $90,000
Position Overview
The Program Analyst II supports the DARPA Adaptive Capabilities Office (ACO) Front Office with program management, financial, budget, and acquisition analytical support, helping ACO leadership and Program Managers anticipate and solve business, administrative, and program management problems in a fast paced research and development environment.
Roles and Responsibilities
• Support the development, organization, forecasting, and maintenance of financial budgets across ACO programs and track financial milestones to support timely decisions by ACO leadership
• Create and coordinate budget and acquisition documents, including supporting materials for MIPRs, Purchase Requests, and acquisition routing through ACO, the Contracts Management Office, and the Office of General Counsel
• Organize meetings and working groups, prepare agendas and read ahead materials, capture action items, and follow up to ensure timely closure
• Develop briefings and supporting materials for technical and non technical audiences, including ACO leadership, Program Managers, Congressional and external stakeholders, and DIRO Program Reviews
• Apply knowledge of DoD policies and regulations to support program execution, acquisition planning, and routine inquiries from internal and external stakeholders
• Interact daily with multiple internal and external personnel to gather information, validate data, and resolve issues, demonstrating strong communication, project management, and organizational skills
• Support the preparation of program plans, quarterly review documentation, RDocs, and ad hoc analytical reports in Government provided formats and within established deadlines
• Track open actions, taskers, and suspenses across the office and escalate aging items to ACO leadership before they miss deadline
• Maintain organized program records and supporting documentation on classified and unclassified systems and ensure critical records can be located within 15 minutes
• Communicate clearly and professionally with the Government and contractor teammates while clearly identifying as a contractor at all times during meetings, calls, and written correspondence
Required Qualifications
• Minimum of four (4) years of experience in a program analyst, business operations, or similar role in a research and development environment
• Demonstrated experience in at least two (2) of the following: developing, organizing, forecasting, and maintaining financial budgets and tracking financial milestones; creating and coordinating budget and acquisition documents; organizing meetings and developing briefings to technical and non technical audiences; applying knowledge of DoD policies and regulations; interacting with multiple internal and external personnel
• Demonstrated creativity, foresight, professionalism, and mature judgment in anticipating and solving financial, business, administrative, or program management problems
• Strong written and verbal communication skills
• Strong project management and organizational skills demonstrated on a daily basis
• Demonstrated proficiency using Microsoft Word, PowerPoint, Project, and Excel
• U.S. citizenship
Required Education
Bachelor's degree from an accredited institution.
Preferred Certifications
• Project Management Professional (PMP)
• Certified Government Financial Manager (CGFM)
• Defense Acquisition University coursework in program management or financial management
• Microsoft Office Specialist (MOS)
Required Clearance Level
Active Top Secret (TS) clearance.
