We are working with our client, Don Selvy Enterprises (DSE), to find their next Program Analysts. Three (3) positions are available.

The Role
We are seeking Program Analysts to support our Patuxent River, MD customer. The Program Analyst provides support across the Tomahawk Weapons System Program Office, PMX-280, and directly supports the Capabilities Improvement (Obsolescence) IPT Lead.
The Program Analyst applies analytic techniques in the evaluation of program and project objectives. You will analyze requirements, status, budget, and schedules, and perform management, technical, or business case analyses. You will collect, complete, organize, and interpret data relating to aircraft, weapon, and project acquisition and product programs, track program status and schedules, and apply government-instituted processes for documentation, change control management, and data management.

Responsibilities
Duties will include, but are not limited to:
Program and Business Analysis
- Directly support the Obsolescence IPT Lead and assist with all actions supporting the overall goal of the Program Office
- Perform critical program management, technical, and business analysis to ensure program success
- Collect, organize, and interpret technical data and financial information related to systems acquisition and product programs
Program Documentation
- Prepare, route, and manage Statements of Work (SOW) and Work Assignment Agreements (WAA) for various field activities
- Prepare budget submissions for all cycles
- Develop and manage the Program phasing plan to track and execute to OSD and FMB benchmarks, using AMS CSPT, TOMIS, Microsoft Excel, and similar analytical tools, with limited use of approved automated or AI-enabled features to assist with data analysis and reporting
Contract Requirements
- Prepare, route, and manage Procurement Initiation Documents (PIDs) using AMS PMT
- Interface with the Contracts Specialist to ensure execution of PIDs
Reporting and Briefings
- Prepare briefing materials and meeting notes, and record and distribute meeting minutes
- Prepare and maintain documentation for the PMX-280 Risk Management Board and Joint Risk Management Board
- Prepare RDAIS submissions for quarterly and ad hoc reporting
Required Education
- BA or BS degree in a business, management, or engineering discipline
Required Experience
- Three (3) to ten (10) years of experience performing duties described in the functional description
- Active Secret security clearance required
- Must work on site at Patuxent River, MD
Desired Experience
The following are desired at a GS-12 or GS-13 equivalent level:
- DAWIA Practitioner in Program Management, or an equivalent industry certification
- Two (2) to four (4) years of professional experience in a NAVAIR Program Office
- Effective project management skills to develop, plan, analyze, and execute projects across the full system life cycle
- Experience and expertise using project management tools to conduct schedule analysis, track and coordinate technical requirements, documentation, and briefing packages
- Experience leading cost estimating and budgeting, applying earned value management, and leading risk and opportunity management processes
- Demonstrated ability to use standard analytical and office automation tools, including limited use of government-approved automated or AI-enabled features, to assist with data analysis, document preparation, and reporting in support of acquisition or program management activities
- Ability to work collaboratively in a team environment, coordinate with various stakeholders, and manage external relationships effectively
- Ability to think and speak clearly, present ideas effectively, and negotiate with people at all levels of organizational hierarchy
