Job Description

NPI Management: Set Strategic Commodities Direction for the NPI Team

  • Defines and leads Overall Sourcing Plans for the develop product together with the Regional Sourcing Manager including mass production as well as customer service needs

  • Ensures the best long-term total cost of ownership and other measure of Success (Time to Market, Cost on Budget, Quality targets)

  • Assurance of supply is available and time to market

  • Defines sourcing implementation plans in collaboration with Category Management teams impacting the Product

  • Creates WW alignment from the Product Sourcing perspective

  • Foster modular design and standardization approach

  • Identify new product technology requirements & spearhead the technology sourcing in collaborations with the CTM & GCM

Supply Base Analysis to support the NPI

  • Evaluates production and R&D requirements. Determines if a current supplier can meet the needs. Escalate to the GCM & Regional Sourcing Manager if there is a gap in the requirements for the supply base

  • Work with CTM / Site ME to conducts supplier audits the engineers to properly evaluate potential new suppliers in coordination with GCM.

  • Prepares and evaluate quotation packages with the Regional Sourcing Manager. Establish cost standards and analyze variances for new parts/products. Drive cost optimization throughout supply chain.

  • Establish the Sourcing Committee to award new businesses to suppliers

  • Contract Management: Ensure that all new suppliers have a CDA and Contract Framework signed which is led by the Commodity team.

  • Risk Analysis and Management: Conduct high level risk analysis on the suppliers selected for the NPIs & ensure they meet the Strategy directions / guidelines for the suppliers. Ensure no Hold or Eliminate supplier on new product.

Product Life Cycle Management: Strategic Analysis & Direction Setting

  • Participate Make-or-Buy Strategic Directions

  • Develop a strong understanding of the commodities & specifications requirements. Lead the discussion and business cases on the Make or Buy decisions taking into considerations the Core Competency, IP and supply base risks

  • Establish sourcing targets based on the business needs and requirements. Develop the appropriate sourcing strategy and initiatives and plans to meet and / or exceed the targets. Ensure expectations are tied to business needs. Communicate any changes in expectations in a timely manner

  • Establish total cost of ownership targets based on business needs. Implements the appropriate initiatives to meet and/or exceed targets for the NPI product released.

Partner & BU Alignment

  • Develop strong understanding of business requirements. Work with partners to clearly understand their direction and needs.

  • Internalize the requirements within Strategic Procurement and define what needs to be delivered to meet their needs, also identify additional opportunities to deliver new value-add. For example, established a Quick Turns for NPI delivery.

Manufacturing Footprint Considerations

  • Work with management to translate the business requirements into objectives and goals for the manufacturing footprint decisions

  • Identify the opportunities for best location costs based on the supply base footprint, logistic costs & OHs

Cost competitiveness and continuous Improvements

  • Strategic & Value-Based Sourcing activities: Organize VAVE workshop on the products involving CTM, PCM and GCM teams

  • Conduct Value Stream Mapping (VSM) at supplier's premises to support make-or-buy decisions or cost improvement roadmap

Qualifications

  • Bachelors or Masters Degree in Engineering, Materials Science, Business Degree or equivalent

  • Minimally 5 - 7 years relevant experience for entry to this level.

  • Deep insights into Industry Best Practices for Procurement in NPIs

  • Strong Project Management Skills

  • Knowledge of leading-edge procurement practices, deep insights into the various commodity strategies, terms and negotiation concepts and business law

  • Financial and analytical skills/tools to determine total cost, evaluate suppliers and suggest improvements in procurement processes (statistics, cost accounting, computer spreadsheets, flow charting, etc.)

  • Strong interpersonal skills to represent Agilent Strategic Procurement to internal cross functional team & suppliers and able to relate to peers/ managers/ internal partners

  • Demonstrated leadership and ability to effectively manage multiple Projects of simple to medium complexities & requirements

  • Proficiency in Microsoft applications.

  • Requires specialized depth and/or breadth of expertise in job.
