TITLE: Product Owner - Director

JOB DUTIES: The incumbent applies advanced technical and product expertise to design, oversee, and deliver complex enterprise systems. Works from early stages of initiatives with business stakeholders, Functional Architects, and domain experts to define requirements, prioritize features, and translate business objectives into technical specifications. Provide leadership to senior software engineers and cross-functional teams, making well-informed technology recommendations, reviewing designs, and guiding development and integration. Oversee full lifecycle including design, testing, deployment, and post-production support, ensuring scalability, performance, and compliance with governance standards. Conduct research on emerging technologies and tools to inform product strategy and architecture. Contribute to cost estimation, scheduling, and technical reviews while ensuring delivery of secure, high-quality solutions aligned with organizational goals.

Primary Responsibilities:

  • Direct the architecture, design, and delivery of enterprise-scale applications, applying advanced expertise in software engineering, data modeling, and secure system integration.
  • Translate product vision into actionable roadmaps and technical specifications, collaborating with architects, engineers, and business stakeholders to define requirements and compliance standards.
  • Lead global Agile delivery teams, managing product backlog, sprint planning, and release execution to ensure timely delivery of high-quality solutions.
  • Review and approve system designs, frameworks, and data models to ensure compliance with enterprise architecture standards, scalability, and performance benchmarks.
  • Evaluate emerging technologies, vendor platforms, and integration approaches to guide long-term product strategy and enterprise adoption.
  • Oversee the complete software development lifecycle—including requirements elaboration, architecture design, coding, testing, deployment, and operational readiness.
  • Define and implement performance testing strategies, resolve application bottlenecks, and ensure systems meet enterprise performance objectives.
  • Enforce enterprise security standards by reviewing designs, validating security controls, and ensuring compliance with regulatory obligations.
  • Provide governance for cost estimation, resource allocation, and risk mitigation while aligning technical execution with business priorities.
  • Mentor senior engineers and product teams, fostering innovation, technical excellence, and collaboration across distributed and cross-functional groups.

JOB REQUIREMENTS: Bachelor’s degree in Computer Science, Information Systems, Engineering (any), Technology Management or related field and 8 years of experience in the job or related position OR a Master’s degree in Computer Science, Information Systems, Engineering (any), Technology Management or related field and 6 years of experience in the job or related position. Prior education, training or experience to include:

  • Java/J2EE Technologies and design patterns: Java 7/8, J2EE (Servlets, JSP and JSTL, EJB, JMS, JDBC)
  • Java Frameworks: Spring 5, Spring boot
  • Frontend Technology: Angular, Prime NG, Bootstrap CSS
  • Object Relational Mapping (ORM) frameworks: myBatis and Hibernate
  • User Interface languages: HTML, JavaScript, CSS, JSON, AJAX
  • Hands-on experience with RESTful web services.
  • Database: DB2, Oracle
  • Java Development Tools and Application Servers: Eclipse IDE, IBM WebSphere 8.5 and above, Tomcat 8.0
  • Testing Frameworks / Technology: JUnit, Performance testing
  • Data Formats: JSON, XML
  • Application build scripts: Git, Gradle and Maven

LOCATION: Tampa, FL. Telecommuting may be permitted a few days a week. When not telecommuting, must report to DTCC’s office in Tampa, FL.

Skills Required

  • Ability to mentor senior engineers and cross-functional product teams
  • Work location: Tampa, FL; hybrid with requirement to report to DTCC Tampa office when not telecommuting
