The Technology Unit is dedicated to supporting network infrastructure, enhancing cybersecurity posture, managing both internal and external applications, and technology project oversight, among other responsibilities. To fulfill this commitment, we meticulously analyze all requests to ensure that optimal requirements are gathered, and there is strict adherence to established policies
The SBS Project Management Office in the Technology Unit is seeking a talented and highly skilled Product Manager to be a bridge between internal teams, working closely with them to gather requirements, define workflows, and ensure we meet our goals. The Product Manager will also lead, manage, and organize projects for internal divisions within SBS.
Project and Program Management
-Analyze, record and track progress toward key objectives and the timelines, scopes and resource requirements of multiple, interdependent initiatives.
-Develop, coordinate, prepare, and help implement project plans.
-Ensure establishment and adherence to project timelines, outline resources required for successful implementation of initiatives, and monitor results to ensure goals are met.
-Ensure role and responsibility expectations are being met from business units and inter-agencies collaboration.
Business requirement gathering
-Demonstrate consistent, sound, independent decision-making and an aptitude for producing thorough, accurate, and clear documentation of business needs.
-Review functional specifications and advise on difficult to resolve operations and technological issues and perform and oversee the documentation of requirements and specifications for systems.
-Collect, map, analyze and document business process dependencies within and between Agencies and understand how those processes connect to end-user interactions with SBS or the City.
Technology solutions review
-Collaborate with technology staff both within NYC SBS and NYC OTI, along with other city agencies, to review proposed technological and operational solutions and ensure that they create maximum positive impact on user experience.
-Provide data and analysis support during procurement, requirement gathering, and user testing phases of development.
Collection and synthesis of data
-Assist with the collection, documentation, analysis and reporting of relevant metrics to inform continuous process and systems improvements.
-Assist with the production of various performance and management reports using data from multiple agency systems.

Qualifications

1. A baccalaureate degree from an accredited college including or supplemented by 24 semester credits in computer science or a related computer field and one year of satisfactory full-time computer software experience in computer systems development and analysis, applications programming, database administration, maintenance and support, systems programming, data communications, mainframe development, mobile development, web development and design; or
2. A four-year high school diploma or its educational equivalent and five years of satisfactory full-time computer software experience as described in "1" above; or
3. Education and or/or experience equivalent to "1" or "2" above. College education may be substituted for up to two years of the required experience in "2" above on the basis that 60 semester credits from an accredited college is equated to one year of experience. In addition, 24 semester credits from an accredited college or graduate school in computer science or a related field, or a certificate of at least 625 hours in computer programming from an accredited technical school (post high school), may be substituted for one year of experience. However, all candidates must have at least a four-year high school diploma or its educational equivalent and at least one year of satisfactory full-time experience as described in "1" above.

Skills Required

  • Baccalaureate degree including or supplemented by 24 semester credits in computer science or related field and one year of full-time computer software experience

  • At least a four-year high school diploma or equivalent and at least one year of satisfactory full-time experience in computer software

  • Ability to gather and document business requirements, map processes, and produce clear functional specifications
  • Experience coordinating project plans, tracking timelines, scopes, resource requirements, and producing performance/management reports using multiple systems
