Altarum, a nonprofit systems research and consulting organization serving government and private sector clients, is pleased to announce an opening for a Product Manager, Product/Service within the Public Health Systems department. Public Health Systems advances population health management and healthcare delivery through the development of novel applications and health information exchange and interoperability solutions.
As a Product Manager, Product/Service at Altarum, you will have the opportunity to contribute to important healthcare projects such as java-based web applications for public health, clinical decision support tools, EHR integration, interoperability solutions and more. You’ll work in an Agile environment alongside a team of Software Developers, Integration Engineers, Business Analysts, and Public Health Analysts.
Responsibilities
- Lead conversations with clients, stakeholders, and team members to identify, gather, and define requirements for custom software development projects.
- Manage a team of leaders with direct reports.
- Support the Director of Public Health Interoperability and IT Systems.
- Help stakeholders identify a shared product vision.
- Refine the product roadmap that supports core offerings and align with Go-to-Market strategies set by the enterprise.
- Create, own, and maintain Product Requirement Document(s) (PRD), Product Roadmap, and Requirements Traceability Matrix (RTM)
- Assist with the creation of necessary functional and technical documentation, from which the software development team will produce code.
- Help internal development team execute on the shared product vision by explaining product and feature set functionality, workflows, and/or design expectations.
- Assist with organizing and distilling product requirements from PRD into Epics and User Stories
- Assist with the analysis and documentation of business processes, workflows, and use cases to help define features, user stories, and user journeys throughout the software development lifecycle.
- Own the product backlog and assist Sr. Interoperability Analyst or Product Owner with organizing work items for fulfillment of work as identified and defined by stakeholders and/or business team.
- Oversee Sprint Planning meetings with external stakeholders and/or business team to prioritize and organize work for sprints.
- Assist Product Owner with prioritizing work into sprints for the team and working with Scrum Master(s) to set sprint goals for product development according to product roadmap and release schedule.
- Assist Scrum Master and Development Leads with communicating product requirements, functionality, feature, and priority to development and Quality Assurance (QA) teams during sprint planning.
- Assist with presenting Epic/User Stories selected for sprints during internal sprint planning/kickoff meetings.
- Be available to answer product, epic, user story questions from development and QA teams (attend daily standups and/or ad hoc technical meetings as needed)
- Ensure Epic creation, User Story creation, product design, wireframes/mockups, prioritization of Epics/User Stories are executed according to product roadmap and defined sprints per release schedule.
- Ensure product test plan and test cases align with Epics and User Stories.
- Oversee product testing and validation.
- Lead and perform product demos to clients, stakeholders, and/or business owners.
- Assist with product launch execution, including scheduling and running of training sessions for user groups and overseeing training material development to ensure successful product launch and end user readiness for Go Live (with assist from project management, technical writers, trainers, and/or change management liaisons).
- Work alongside the Director of Public Health Interoperability and IT Systems and Marcom team on development of Go to Market (GTM) strategies for assigned product(s), collateral materials, press releases, market research and other sales, marketing, and public relations activities.
- Provide input and present demo’s of the product at conferences, Connections and public health systems meeting strategies.
Qualifications
- Bachelor’s degree in business, Computer Science, Information Systems, or equivalent experience.
- At least 7+ years’ experience working in an agile/scrum environment using JIRA.
- Ability to manage a team.
- Ability to delegate and oversee tasks across a product team.
- Track record of successfully gathering and defining requirements for software development products, and testing tools and functionalities.
- Experience with product development principles.
- Strategic thinking/visioning - able to articulate the vision for long term success of a product.
- Great communicator (oral and written), presenter, positive, engaging, passionate, persuasive, and respectful.
- Have an inquisitive and innovative nature with integrity and a willingness to step into new roles; be laser-like focused on deadlines, team focused and have a collaborative mentality; and a commitment to continuously learning and improving.
- Ability to simplify complex technical ideas and serve as liaison between technical and business teams.
- Comfortable working with multiple teams, dispersed nationally, and remote.
- Accurate and precise attention to detail.
- Ability to build strong interpersonal relationships with business analysts, UI/UX team, leadership, senior management, and internal and external stakeholders.
Preferred Qualifications
- Prior experience as a manager with a team of direct reports
- Experience with any of the following topics is a preferred: healthcare organizations, public health, medical terminology, clinical workflow processes, electronic health records, interoperability standards, and HL7.
- CSBA or CBAP certification.
- Technical writing experience.
- Experience in creating RTM (Requirement Traceability Matrix) during the product development to map the business requirements to features to User stories to test cases

- At this time we will only accept candidates who are presently eligible to work in the United States and will not require sponsorship.
- Our organization requires that all work, for the duration of your employment, must be completed in the continental U.S. unless required by contract.
- If you are local to our offices in Arlington, Silver Spring, Novi, or Portland this role will be hybrid.
- Must be able to work during eastern time unless approved by your manager.
