Job Description:  

We are seeking a highly skilled, proactive, and detail-oriented Product Analyst to serve as a key liaison between business stakeholders and technical delivery teams while helping drive effective Agile product delivery. 

This position combines strong business and requirements analysis capabilities with hands-on ownership of Agile delivery processes, including Kanban board management, backlog refinement, Jira ticket quality, requirements definition, stakeholder facilitation, and delivery tracking. The Product Analyst will develop a comprehensive understanding of supported products and business processes and translate complex business and user needs into clear, actionable requirements that development and testing teams can successfully implement and validate. 

The ideal candidate is a self-directed professional who takes ownership, proactively identifies gaps and impediments, reduces ambiguity, facilitates decisions, and continuously works with stakeholders and delivery teams to keep work progressing throughout the delivery lifecycle. 

This role is part of a collaborative Agile team that supports and builds modern, standards-based technology solutions for mission-critical Federal health IT programs. 


Basic Requirements:   

  • Ability to obtain a U.S. Federal Position of Trust clearance designation.  
  • Must reside in and be able to perform work in the United States.  
  • Must have lived in the United States for three (3) of the last five (5) years.  
  • Bachelor's degree (bachelor's degree in computer science or equivalent preferred). 
  • Five (5) or more years of experience in business analysis, systems analysis, product analysis, product support, Agile delivery, or a related discipline. Ten (10) years of relevant professional experience may satisfy combined education and experience requirements. 
  • Demonstrated experience leading requirements elicitation, analysis, documentation, validation, and management activities throughout the Agile software development lifecycle. 
  • Demonstrated hands-on experience managing Agile work within Jira, including Kanban/Scrum boards, backlogs, user stories, tasks, acceptance criteria, Definition of Done, story points, labels, releases/fix versions, dependencies, and related ticket information. 
  • Demonstrated experience working within Agile software delivery environments utilizing Scrum and/or Kanban methodologies. 
  • Experience facilitating Agile ceremonies and collaborative working sessions with multidisciplinary business and technical teams. 
  • Experience proactively monitoring work throughout sprint and release lifecycles, identifying blockers, dependencies, risks, and gaps and driving appropriate follow-up and resolution. 
  • Two (2) or more years of experience working with Federal Healthcare IT Projects. Other government contract project management experience will be considered.

  • Advanced proficiency with Jira and Confluence, including board management, backlog management, ticket refinement, workflow management, dashboards/reporting, and documentation. 
  • Ability to translate complex business objectives, processes, and user needs into clear, actionable, and testable functional requirements and user stories. 
  • Ability to understand technical concepts and effectively communicate between business and technical audiences. 
  • Strong analytical, critical-thinking, systems-thinking, and problem-solving capabilities. 
  • Strong stakeholder engagement skills and the ability to build consensus and influence outcomes without direct authority. 
  • Ability to identify ambiguity, conflicting requirements, process gaps, dependencies, blockers, and other conditions that may contribute to rework or delivery delays. 
  • Experience with process analysis, gap analysis, solution evaluation, and functional design. 
  • Experience developing current-state ("as-is") and future-state ("to-be") business process models. 
  • Strong understanding of Agile and Scrum principles and an Agile mindset focused on collaboration, transparency, inspection, adaptation, and continuous improvement. 
  • Experience supporting User Acceptance Testing (UAT), functional testing, requirements traceability, and acceptance criteria validation. 
  • Ability to identify and facilitate resolution of delivery impediments and escalate blockers when necessary. 
  • Strong conflict-resolution, negotiation, and facilitation capabilities. 
  • Expertise with Microsoft Office applications, including Word, Excel, PowerPoint, SharePoint, and related collaboration tools. 
  • Proficiency with Google Workspace tools, including Docs, Sheets, Slides, Drive, and related collaboration platforms. 
  • Intermediate proficiency with Microsoft Project and Planner. 
  • Experience appropriately leveraging AI-enabled productivity tools to support analysis, documentation, requirements development, research, or other product delivery activities is preferred. 
  • Knowledge of Healthcare, Medicare, and Medicaid systems and data is preferred. 
  • PMI Professional in Business Analysis (PMI-PBA), Certified Business Analysis Professional (CBAP), Certification of Capability in Business Analysis (CCBA), Certified ScrumMaster (CSM), Professional Scrum Master (PSM I/II), PMI Agile Certified Practitioner (PMI-ACP), SAFe Scrum Master (SSM), Disciplined Agile, or equivalent certification is preferred. 
  • PMP certification is a plus. 

 

Responsibilities:  

Product, Backlog & Jira Ownership  

  • Own and actively manage assigned Kanban and/or Scrum boards, ensuring work is accurately represented, appropriately organized, and progressing throughout the delivery lifecycle. 
  • Proactively engage team members to obtain progress updates, identify blockers, validate ticket status, and ensure Jira accurately reflects the current state of work. 
  • Monitor work throughout sprint and release cycles and identify stalled tickets, dependencies, risks, impediments, or other conditions that could impact delivery. 
  • Own and maintain the product backlog, ensuring backlog items remain organized, actionable, appropriately prioritized, and aligned with business and product objectives. 
  • Proactively facilitate ongoing backlog refinement to ensure upcoming work is sufficiently understood, defined, estimated, and prepared for delivery. 
  • Engage Product Owners, business stakeholders, technical leads, developers, QA personnel, and other appropriate stakeholders to ensure backlog items are regularly reviewed, clarified, prioritized, and maintained. 
  • Maintain high standards for Jira ticket completeness, accuracy, and consistency. 
  • Ensure applicable Jira tickets contain sufficient business context, requirements, acceptance criteria, Definition of Done, story points, labels, fix versions/releases, dependencies, technical information, and other information necessary to successfully implement and validate the work. 
  • Proactively identify incomplete, outdated, ambiguous, conflicting, or insufficiently defined tickets and coordinate with appropriate team members to resolve deficiencies. 

 

Requirements & Business Analysis  

  • Elicit, analyze, document, validate, and manage detailed business, functional, user, and applicable technical requirements throughout the software development lifecycle. 
  • Conduct stakeholder interviews, requirements workshops, Joint Application Design (JAD) sessions, process-analysis sessions, and other requirements-gathering activities. 
  • Translate business objectives and user needs into clear, actionable, testable user stories, functional requirements, business rules, process flows, and acceptance criteria. 
  • Develop a comprehensive understanding of supported products, applications, user populations, business rules, and complex end-to-end workflows. 
  • Serve as a bridge between business stakeholders and delivery teams, ensuring business objectives and user needs are accurately understood and translated into implementable solutions. 
  • Analyze current business processes, identify gaps and opportunities for improvement, and develop current-state ("as-is") and future-state ("to-be") process models. 
  • Conduct gap analysis and assess potential solution options, constraints, dependencies, risks, and downstream impacts. 
  • Support Product Owners and stakeholders with prioritization by providing clear analysis of business value, user needs, dependencies, risks, and delivery considerations. 
  • Develop and support Change Requests in accordance with established change-control policies and procedures. 

 

Agile Delivery & Facilitation  

  • Facilitate or support Agile ceremonies, including Sprint Planning, Daily Standups, backlog refinement, Sprint Reviews/Demos, Retrospectives, and release-planning activities. 
  • Reinforce Scrum, Kanban, and Agile principles with team members and stakeholders and promote consistent application of established Agile practices. 
  • Facilitate discussions that help teams identify and resolve blockers, dependencies, conflicting priorities, unclear requirements, and other delivery impediments. 
  • Partner with Product Owners, project leadership, technical leads, developers, QA personnel, and stakeholders to maintain transparency into delivery status and upcoming priorities. 
  • Encourage continuous improvement by identifying recurring process or delivery challenges and facilitating discussions regarding potential improvements. 
  • Help create an environment of accountability, collaboration, transparency, and continuous improvement across business and technical stakeholders. 
  • Help reduce ambiguity, unnecessary rework, and decision delays by proactively identifying areas requiring clarification or stakeholder action. 

 

Solution Validation & Quality

  • Collaborate closely with development and testing teams throughout implementation to clarify requirements and ensure solutions remain aligned with intended business outcomes. 
  • Validate that implemented technical solutions satisfy documented business objectives, functional requirements, user needs, and acceptance criteria. 
  • Support functional testing and User Acceptance Testing (UAT), including requirements traceability and acceptance criteria validation. 
  • Identify discrepancies between requested functionality, documented requirements, acceptance criteria, and implemented solutions and facilitate resolution with appropriate stakeholders. 
  • Conduct quality reviews of role-appropriate deliverables, including Jira tickets, user stories, requirements documentation, business process models, user manuals, implementation test summary reports, backlog artifacts, and other project documentation. 
  • Develop and maintain user documentation and functional materials that demonstrate a comprehensive understanding of supported applications and business processes. 
  • Provide clear qualitative and quantitative information regarding backlog health, requirements status, delivery progress, risks, dependencies, impediments, and other relevant information to project teams and stakeholders. 
  • Support established governance and change-control processes used to monitor and control project scope. 

 

Public Trust Clearance: 

Many of our roles require the hired candidate to go through public trust clearance. A minimum of 3 years of stay in the U.S. within the last 5 years is required to be eligible to qualify for public trust clearance sponsorship.  

  

Work Location: 

Headquartered in Arlington, VA, we also have a primary office in Baltimore, MD for those who prefer to work on-site. However, with employees spread across 40+ states, we have many remote roles.
