Position Summary
The Procurement Specialist supports both project-based and operational purchasing activities for an industrial fabrication facility serving the oil & gas, petrochemical, and refining industries. This role is responsible for sourcing, purchasing, expediting, and supplier coordination for engineered materials, subcontract services, and operational requirements that support ASME pressure vessel fabrication and shop operations.
The position works closely with Engineering, Project Management, Production, Maintenance, and Materials to ensure the timely availability of materials and services required to meet fabrication schedules and operational demands.
Key Responsibilities
Procurement & Purchasing
- Source and purchase materials and services supporting both:
- Engineered ASME pressure vessel projects
- Ongoing shop and operations requirements
- Review drawings, BOMs, and specifications to develop purchasing packages for project work
- Support operational purchasing including:
- Raw materials and consumables
- Shop and maintenance services
- Outside processing and specialty subcontract work
- Issue RFQs, analyze pricing and lead times, negotiate terms, and place purchase orders
Materials & Services Sourcing
- Procure:
- Carbon steel, low-alloy, stainless, and specialty plate, pipe, and forgings
- Flanges, nozzles, heads, shells, fittings, and machined components
- Machining, NDE, PWHT, forming, coating, and inspection services
- Operational goods and services required to support production and facility needs
- Ensure purchased materials and services meet ASME Section VIII, ASTM, API, and customer requirements
Schedule & Expediting
- Track supplier lead times and delivery commitments
- Expedite critical materials and services to support:
- Project milestones
- Shop production schedules
- Communicate delays, shortages, and recovery plans to internal stakeholders
Supplier & Vendor Management
- Work with approved suppliers and assist in identifying and qualifying new vendors
- Support supplier performance, delivery reliability, and cost competitiveness
- Resolve receiving issues, invoice discrepancies, and supplier-related problems
Internal Coordination
- Partner with:
- Engineering and Project Management for project procurement
- Production, Planning, Maintenance, and Materials for operational needs
- Balance competing priorities between project and operations purchasing
- Support continuous improvement of purchasing processes and supplier performance
Competencies
Required
- Experience supporting both:
- Project-based procurement
- Day-to-day operational purchasing
- Ability to interpret:
- Fabrication drawings, BOMs, material specifications, and customer requirements
- Experience working in ERP and purchasing systems such as Visual, Epicor, SAP, or similar
- Strong communication, negotiation, and organizational skills
- Ability to manage multiple priorities in a fast-paced manufacturing environment
Preferred
- Working knowledge of:
- ASME Section VIII
- ASTM material specifications
- API and refinery standards
- Experience purchasing machining, NDE, PWHT, and outside processing services
- Familiarity with Houston-area industrial and fabrication suppliers
Education and Experience:
- 3–8 years of procurement or purchasing experience in industrial fabrication, pressure vessels, piping, or heavy manufacturing

Skills Required
