Description of Work
Recruitment Range: $57,983 - $85,615The position is designated Statutory Exempt (EHRA) and is exempt from the State Human Resources Act
This position may be eligible for hybrid remote work in accordance with state policy and the agency’s remote work program but does require weekly onsite work

We currently have an opening for a Procurement Specialist III
The Procurement Specialist is responsible for processing highly specialized technology commodities and services required by all units for the operation and maintenance needs of the Department of Transportation in accordance with General Statutes, Administrative Code, and established policies and procedures. In addition, this role focuses on providing professional procurement support for activities associated with technology-related contracts. The competitive bidding process ensures that all funds are expended in the most efficient and effective manner consistent with governing statutes, rules, and contracting requirements.
Duties include, but are not limited, to:
• Preparing documentation for the purchase of technology commodities and services
• Obtaining required quotes
• Preparing and completing bid packages
• Developing Request for Quotes (RFQs), Request for Proposals (RFPs), Invitations for Bid (IFBs)
• Conduct thorough evaluations of bids
About the Division:
The Business Office within the NCDIT Transportation Division is tasked with providing proactive fiscal, purchasing, financial and administrative division support to over 340 Information Technology specialists and approximately 300 contractual personnel.
Knowledge Skills and Abilities/Management Preferences
The following Management Preferences are not required, but applicants that possess these skills are preferred:
• Extensive working knowledge of large-scale purchasing methods and procedures
• Ability to comprehend, apply, and interpret established rules and regulations, complex technical contract language
• Gather, organize, assemble, and write extensive and complex technical information into specifications, drawings and/or special requirements as needed according to State and /or Project requirements

Minimum Education and Experience

Bachelor's degree from an appropriately accredited institution and three years of procurement experience; or equivalent combination of education and experience.
Necessary Special Requirements- Completion of the North Carolina Contract Management Certification Program within one year of hire into the position.
