We are seeking a highly motivated and experienced Procurement and Outsourcing Manager to oversee and optimize the procurement processes, manage procurement activities, and efficiently coordinate outsourcing efforts for development projects. This role combines strategic planning and operational execution to ensure cost-effective sourcing, supplier relationship management, and successful continued management and collaboration with outsourced development teams.
RESPONSIBILITIES
- Develop and implement procurement strategies aligned with the company's objectives.
- Identify cost-saving opportunities and drive efficiency in the procurement process.
- Source, evaluate, and select reliable suppliers and vendors.
- Negotiate contracts, pricing, and terms to achieve optimal value for the organization.
- Build and maintain strong relationships with suppliers to ensure quality, delivery, and service levels.
- Establish and refine procurement policies, procedures, and best practices.
- Ensure compliance with regulatory and legal requirements in all procurement activities.
- Track and evaluate supplier performance and procurement metrics.
- Prepare and present regular procurement reports to stakeholders.
- Identify outsourcing needs in collaboration with cross-functional teams.
- Develop a framework for selecting outsourcing partners based on project requirements, timelines, and budgets.
- Source and evaluate development outsourcing partners, including freelancers, agencies, and offshore teams.
- Negotiate contracts, service-level agreements (SLAs), and payment terms.
- Ensure clarity of deliverables, milestones, and performance standards in all agreements.
- Serve as the primary liaison between internal teams and outsourced partners.
- Oversee the management of outsourced development projects, ensuring alignment with company objectives and deadlines.
- Facilitate effective communication, resource sharing, and problem-solving across internal and external teams.
- Monitor project progress, budgets, and deliverables to ensure compliance with quality standards.
- Identify and address potential risks in outsourcing arrangements.
- Evaluate the effectiveness of outsourcing engagements and implement improvements.
REQUIREMENTS
- Bachelor’s degree in Business Administration, Supply Chain Management, or a related field; a Master’s degree is a plus.
- Proven experience in procurement processes and management, including vendor negotiation and contract administration.
- Demonstrated expertise in managing development outsourcing projects and external partnerships.
- Strong analytical and problem-solving skills with a focus on cost efficiency and value creation.
- Excellent communication, negotiation, and relationship management abilities.
- Proficiency in procurement tools, project management software, and collaboration platforms.
- Understanding of regulatory compliance and risk management related to procurement and outsourcing.
- Experience in technology or software development industries.
- Familiarity with Agile or other software development methodologies.
- Multilingual proficiency or experience with international vendors.
