Procurement Manager

​​This individual is responsible for the daily tactical operations of the Procurement department. This encompasses system wide procurement of supplies, services, and equipment. The position manages and provides leadership to Senior Buyers, Buyers and collaborates regularly with the Customer Service team. The Manager leads Procurement staff and is responsible for determining specifications, identifying sources, integrating the contracting process, ensuring institutional policy (e.g. signatory authority), optimizing group purchasing, contract compliance, order placement, pricing accuracy, expediting, resolving invoice discrepancies, and resolving internal customer issues escalated from the Customer Service team. The Manager works collaboratively with Accounts Payable to ensure prompt and accurate payments and General Ledger reporting​ 

Manages Procurement Function of Shared Procurement Service 

  • Manages and coordinates the daily operations of Procurement. Facilitates the relationship with Local Markets, System Office departments, work units within Supply Chain Management and vendors. 
  • Responsible for achieving a cost-effective Procurement program. This requires optimization of BSMH contracts, group purchasing organization contracts and negotiating, when appropriate. Concurrently, maintains a focus on optimization of technology to insure effective and efficient operations. 
  • Collaborates with customers and suppliers on product specifications to meet requirements and optimize value. 
  • Demonstrates strong analytical skills to perform “what if” analysis and to address the numerous issues and scenarios involved in an initiative. Information must be gathered, researched, analyzed, and presented in an objective, non-biased “third party” manner. 
  • Reconciles accounts payable and inventory systems to the general ledger monthly. 
  • Completes various special projects, such as building programs, acquisition of fixed equipment, renovations, and doctors’ outings by researching needs, obtaining price quotes, authorizations, and occasionally shopping for items. 
  • Contributes to the establishment of policy and procedure related to Procurement and maintains compliance. 
  • Contributes to the establishment, monitoring and adherence to performance standards and metrics (e.g. service level agreement) for the Procurement staff and operations. 
  • Contributes to the establishment, monitoring and adherence to performance standards and metrics for suppliers. 
  • Focuses on a procurement model that is strategic and automated. Minimizes manual transaction intervention. 
  • Drives optimal utilization of the Supply Chain ERP System (Workday) to ensure capabilities are being optimized and related policies, procedures and processes are functioning as designed. 
  • Serves on related Continuous Quality Improvement (CQI) teams to enhance departmental operations. 
  • Maintains data integrity. 
  • Optimizes Electronic Data Interchange (EDI). 
  • Provides reliable data/information related to the supplies, services and equipment purchased. 
  • Maintains knowledge of contract law, uniform commercial code regulations and other regulatory agency requirements (e.g. FDA). 
  • Insures legal, ethical, and financial parameters are being adhered to. Seeks direction when appropriate. 

Leadership 

  • Builds, coaches, develops, and retains qualified staff at all levels based on current and projected workload. Promotes continuous self-improvement of staff for optimal performance and potential advancement. 
  • Ensures appropriate staffing levels, assignments, and empowerment to insure optimal utilization of human resource talent and resources. 
  • Contributes to maintaining job descriptions and educates staff on expectations. Ensures that staff meets the requirements of the position. 
  • Contributes to maintaining training and education programs for new and existing employees. 
  • Completes performance appraisals and development plans in a complete and timely manner. 
  • Contributes to the establishment and ensures adherence to policies and procedures. 
  • Acts independently and makes decisions on emergent issues expeditiously, while considering the needs of various stakeholders. 
  • Provides strategic thinking and direction in collaboration with colleagues to establish a leading practice supply chain model. 
  • Provides the tactical abilities to implement leading supply chain practices. 
  • Provides an environment of open communication with all colleagues. Demonstrates evidence of an effective process that utilizes feedback, suggestions, and participation to improve processes. Engenders trust and accountability with colleagues. 
  • Leads organizational teams and projects that contribute to continuous improvement of process, systems, quality, customer service and financial outcomes. 
  • Demonstrates the ability to read the environment and to navigate through political situations effectively. 

Ensures Excellent Customer Service 

  • Assists customers in navigating the Supply Chain by identifying appropriate Supply Chain resources to fulfill their needs. 
  • Establishes expectations in collaboration with customers and ensures that they are being met. 
  • Seeks formal and informal feedback from customers to monitor customers’ perception of service levels. 
  • Develops and maintains professional working relationships; utilizes networking and teambuilding skills to accomplish goals and meet customer and team needs. 

Maintains and Enhances Professional Development of Self and Others 

  • Attends and participates in continuing education (e.g. seminars, workshops), as appropriate, to maintain and enhance professional knowledge and/or job skills. 
  • Freely shares knowledge and information to assist in educating and training colleagues. 
  • Develops and presents programs that will increase awareness and accountability for optimizing Shared Procurement Service. 
  • Acts as a resource to departments regarding the establishment of the most cost-effective approach to supply, service and equipment needs to support the organization. Recognized as an expert in procurement. 
  • Participates in professional organizations and activities to establish networks and resources. 
  • Keeps current on technology, regulatory and operational trends which may impact supplies, services and equipment availability and/or utilization. 

certification preferred (e.g., CPM Certified Purchasing Manager; CMRP Certified Materials Resource Professional) (preferred)

Education

  • Bachelor’s degree in BA, finance, healthcare or comparable discipline; or combination of post-secondary education and experience (required) 

Work Experience

  • Minimum of 5 years of progressively responsible experience in healthcare procurement management (required)
  • Minimum of 5 years of managerial experience (required)
  • Prior experience working in Healthcare and BPO/GBS Environment (required)

Training

  • Strong skills in Microsoft Office, Database, BI Tools, and ERP systems, specifically Supply Chain modules (required). 
  • Workday Software and Reporting tools (preferred)
  • Demonstrated experience in procurement, negotiating, contracting, business law, cost containment, and expense management activities. 
  • Demonstrated experience in advancing a customer-centered attitude in the supply chain function, collaborating with clinicians, physicians, and stakeholders in an interdisciplinary service environment. 
  • Knowledge of medical/surgical supplies, equipment, and services. 
  • Experience in making and implementing decisions in a complex environment. 
  • Demonstrated strategic focus with the ability to tactically execute. 
  • Proficient analytical skills with knowledge of financial and accounting concepts. 
  • Proven management skills, including performance, projects, quality, and change management. 
  • Ability to structure and prioritize work to achieve specific deliverables in a fast-paced environment with tight deadlines and competing priorities (required)
  • Proficient in Microsoft Office Skills – Word, Excel, PowerPoint (required)
  • Ability to prepare written communication, including reports, presentations, business correspondence, and policy/procedure (required)
  • Ability to effectively present and verbally communicate information to both small and large audiences, including responding to questions (required)
  • Strong people skills, including the ability to communicate effectively with diverse constituencies and deliver high quality written and verbal presentations. Astute interpersonal, public relations, and negotiating skills. Excellent interpersonal skills and a dedicated listener (required)
