Job Description:

The Nebraska Department of Transportation (NDOT) is seeking an inspiring and strategic Procurement Manager to lead a high-performing team dedicated to supporting Nebraska’s transportation infrastructure. Pay range is $32.845 - $49.267 per hour. The pay rate may be commensurate with education and/or experience within fiscal constraints if approved.


 

JOB DUTIES


  • Manage the day-to-day operations of a team of Procurement Contract Officers responsible for procurement, acquisition, contract administration, and management of complex, multi-million-dollar commodity, maintenance, service, and IT solutions contracts for the NDOT. 
  • Provide leadership, guidance, and performance oversight to team members. 
  • Lead and oversee Procurement Contract Officers in the research, development, and preparation of technical specifications, scopes of work, Requests for Proposals (RFPs), and Invitations to Bid (ITBs).
  • Establish contract assignments and priorities while overseeing workloads to ensure timely and successful delivery of all projects.
  • Guide project execution by monitoring timelines, assessing progress, and removing obstacles.
  • Standardize processes to improve efficiency and compliance. 
  • Oversee Procurement Contract Officers in monitoring supplier and contractor performance and ensuring timely corrective action for issues such as delivery problems, materials out of specification, or incorrect invoicing.
  • Perform other duties as assigned.


 

Requirements / Qualifications:

Minimum Qualifications: Bachelor’s degree in business administration, procurement, supply/inventory operations, or related field AND six years of procurement experience with at least two years of experience in leading and/or supervising professional-level procurement teams. Experience can be substituted for education on a year-for-year basis.

Preferred Qualifications: Demonstrated experience of strong leadership skills with the ability to engage a team, drive task accountability, and oversee project execution.

KNOWLEDGE / SKILLS / ABILITIES

  • Knowledge of State and agency purchasing policies, procedures, statutes, and rules.
  • Knowledge of contracting principles, laws, statutes, Executive Orders, regulations, and procedures applicable to pre-award and post-award duties sufficient to plan and carry out procurement actions and administer contracts for a variety of specialized services and goods
