Procurement Manager

Job Summary:

Manages sourcing, quality, plant liaison, and business continuity planning within a business unit, commodity group, or international region to ensure continuity of supply. Manages the procurement within a business unit, commodity group, or international region for all materials, supplies, and equipment in support of corporate procurement operations and goals. Ensures procurement activities reflect diverse requirements and overall business goals, as well as complies with all regulatory standards.

Key Responsibilities:

Manages end-to-end procurement strategies and processes that capitalize on savings and risk mitigation opportunities for the business. Builds strong supplier relationships. and encourages a high level of supplier collaboration and delivery. Solves complex matters of supplier performance. Contributes to and implements overall procurement strategy that provides foundation for supplier negotiations. Mitigates risk and promotes compliance by establishing and maintaining valued relationships with internal and external stakeholders. Communicates regularly with procurement team and business partners. Identifies, plans, and implements continuous improvement opportunities within procurement processes. Actively supports and drives acceptance of standardized business system solutions across the supply chain. Advises and consults with internal business partners on sourcing processes and procedures. Actively supports the annual planning (AOP) at the business unit, commodity group, or international region level. Presents sourcing and procurement issues and proposed solutions to procurement leadership. Actively promotes and uses Cummins’ fundamental operating mechanisms such as the Cummins Operating System (COS) and Six Sigma. Develops, leads, and motivates staff; sets goals in training and development, performance, and career planning. ResponsibilitiesCompetencies:

Category Strategy Development - Establishes category strategy using Total Value Performance (TVP) approach to define the Supply Base, Tooling and Technology Strategy to meet all current and future Cummins' needs; Manages risk and inclusion of diverse suppliers.
Diversity Procurement - Evaluates, develops, establishes and integrates global diversity requirements and compliance; creates an inclusive environment that fosters the need for diverse suppliers to ensure a global sustainable and inclusive supply base to meet Cummins and customer's requirements.
Intellectual Property Management - Assures protection of Cummins Intellectual Property to optimize the use of intellectual property for Cummins future competitive advantage by engaging the Legal and Procurement function; assures Cummins’ intellectual property ownership rights are clearly defined in executed agreements.
Negotiations Excellence - Utilizes tools and methods in negotiations to achieve Cummins stakeholder objectives and achieve a mutually agreed upon all contract terms between all parties.
Procurement Ethics - Avoids supplier engagement that may compromise supplier sourcing, selection, and management processes and seeks counsel to ensure compliance.
Source to Pay Principles - Leverages key principles of the Source to Pay process to smoothly execute sourcing decisions, order placement, material/service acquisition and on-time payment of Suppliers.
Sourcing - Utilizes the purchasing functional system to support the Request For Quote process and establish a Total Cost of Ownership comparison of suppliers based on the category strategy and define the supplier that is most likely to meet Cummins and customer's needs.
Supplier Contract Development - Develops contracts based on the templates available that cover commercial and legal relationship between Cummins and supplier; incorporates commercial requirements and legal requirements in the region(s) that are covered by the contracts; drives engagement between stakeholders following the Supplier Agreement Contracting Process (SACP) and negotiations excellence skills.
Supplier Relationship Management - Defines category’s key/strategic suppliers. Manages the relationship of those suppliers using agreed Supplier Relationship Management (SRM) process with established work plan, senior sponsor meetings, and scorecards. Defines and evaluates a collaborative relationship with a category’s key/strategic suppliers to deliver value to Cummins and the supplier.
Supplier Tooling Management - Manages supplier tooling strategy by noting the impact on Total Value Performance throughout the product life cycle to accurate piece price, leverages Cummins-owned tooling procedure and ensures continuance of supply from that supplier or another by use of that specific tooling, by using proper Letters of Intent and bailment agreements; tracks and maintains inventory of which tooling Cummins has paid for and owns. 
Supply Base Risk Management - Minimize supplier risk to Cummins by proactively mitigating risks through use of risk analysis tools and risk mitigation playbook to manage three key risk: 1) Continuity of Supply, 2) Reputational Risk, and 3) Risk to our Margins of parts. By minimize disruption and services throughout supply chain. Manage and leverage supplier selection and dual sourcing opportunities as a first line of defense against supplier risk.
Education, Licenses, Certifications:
College, university or equivalent degree in a related business field such as supply chain management required.
This position may require licensing for compliance with export controls or sanctions regulations.
Experience:
Significant level of relevant work experience required. Qualifications

Senior sourcing and procurement manager is required to manage data center business with global strategic accounts- AWS, Microsoft, Google & Equinix working in India for new DC facility building.

Business revenue forecast for year 2026 is M$80 & for year 2027 is M$240. To manage execution of data center business scaled up for year 2027, we need to reinforce team to deliver projects on time, within budget and 100% compliance to Cummins & Customer project requirements. 

Role & responsibilities will be as follows:

1. To manage new supplier development as per project specific need, engagement right from pre-bid to execution (Enclosures, Exhaust after treatment, Electrical switch gears, Bus ducts, instrumentation, pre-fabricated material as per project need & erection / commissioning services. 

2. New supplier addition processing as per Cummins process as per project need.

3. PO placement on external suppliers and CMI plants as per project specific BOQ list.

4. Schedule working and co-ordinations with suppliers for on time delivery of supplier scope material.

5. Process audit of suppliers along with SQI team and work on closure of audit observations.

6. Supply chain management and weekly reviews with supplier & Cummins site execution team to monitor work progress and manage escalations as applicable.

7. Manage imported material procurement, logistics as per project need- Generators from UK & USA, Radiator from UK / China, AVM's from USA, Load banks from UK.

8. Manage procurements of all material within budget & On time deliveries to avoid any LD (Liquidated Damages) due to delivery delays.

9. Manage team of sourcing, procurement, SCM, Logistics to meet Cummins operating system compliance.

10. Manage internal & external audits for function and work on closure of audit observations to comply 100% to Cummins system.
