Join Turner & Townsend & JUMBO Consulting Group as we continue to expand our presence in Taiwan and strengthen our in‑country procurement, commercial, and contracts management capabilities.

We invite you to join our growing team in Taiwan where you will support a leading developer of renewable energy assets, managing major procurement and contracts management activities within their Taiwan offshore wind portfolio.

We are specifically looking for individuals already based in Taiwan or has the ability to relocate on a long-term basis. The ideal candidate will have experience in the procurement and contracts management of key scopes such as, transport and installation (T&I), offshore substations (OSS), and/or  foundation supply (FOU).

Role & Responsibility

Your role will entail developing and implementing procurement strategy, entering into contracts with the right suppliers, and supporting the realisation of the project in accordance with the project procurement strategy and contract management strategy.

  • The planning, implementation and execution of procurement and/or tender strategies.
  • Draft and negotiate contracts including service, consultancy, supply and installation contracts.
  • Provide guidance and advice to our clients on a variety of commercial and contractual matters.

On a day-to-day basis through the procurement process; tendering, negotiations, and contract execution; you will:

  • Look to provide maximum value to our clients in terms of quality, price and schedule while minimizing risks;
  • Lead and coordinate commercial, technical, financial and legal expertise from both our clients and within JUMBO, while in turn ensuring compliance with our clients governance and approval procedures
  • Lead and perform the complete procurement process including issuing of requests for information, requests for proposals and tenders, evaluating proposals, recommending the award of and finalising contracts;
  • Ensure that the procurement process is executed according to client policies and procedures, and documented in order to allow transparency and traceability throughout;
  • Identify all value items and their relationship within the scope of the procurement and set the tender strategy according to a well-defined awarding criteria;
  • Coordinate the flow of information internally and externally keeping all stakeholders informed on progress;
  • Finalize the commercial and contractual deal as a basis for the contractual finalization through standard general conditions and/or managing exceptions to those together with legal and the main stakeholders;
  • Achieve maximum value while minimizing delivery, quality and performance risks. Find compromises and solutions to drive negotiations to a close under time pressure;
  • Actively participate in vendor relationship management, including: general communications and regular meetings, maintaining and improving vendor and market knowledge.

  • Bachelor’s or master’s degree in a relevant field of study.
  • Be based in or available to relocate to Taiwan.
  • Experience in major offshore wind projects..
  • Experience with leading and managing procurement and tender processes.
  • Strong interpersonal, negotiation and communication skills.
  • Structured and methodical way of working.
  • Ability to project manage processes and lead negotiations.
