About the role
The Procurement Expert is responsible for leading and managing all procurement activities of the project in full compliance with World Bank Procurement Regulations and national procurement laws. The role ensures transparent, efficient, and timely procurement of works, goods, and services by preparing procurement plans, bidding documents, and contracts, and by overseeing the entire tendering and contract management process. The Procurement Expert provides strategic guidance on procurement procedures, contract laws, and dispute resolution, supports risk management throughout the procurement cycle, and strengthens institutional capacity through training and advisory support to project staff.
Job Responsibilities
Lead the preparation of procurement plans, bidding documents, and contracts in compliance with World Bank procurement regulations
Manage the entire procurement cycle, including tendering, evaluation, contract awards, and contract management
Ensure procurement transparency and compliance with national and international procurement standards
Provide technical guidance on contract laws, dispute resolution, and contract execution
Monitor procurement progress and report on milestones, risks, and challenges
Key Requirements
BSc Engineering (Civil)/ Equivalent
Minimum 12 years of professional experience, 08 years of relevant international/national experience in carrying out public procurement, including in preparation of procurement plans, bidding documents of buildings, roads and bridges, bid evaluations and contracts following World Bank's Procurement Regulations and Standard Procurement Documents, as well as latest Public Procurement Rules (PPR) and Public Procurement Act (PPA) of Government of Bangladesh. Should also have fair knowledge of contract laws and experience in application of conditions of contract, settlement of contractual claims and disputes, and in the World Bank's Procurement Regulations
Experience in World Bank or other development partner- funded projects is essential
Lead the preparation of procurement plans, bidding documents, and contracts in accordance with World Bank and national procurement regulations
Manage the full procurement cycle, including tendering, bid evaluation, contract awards, and contract administration
Ensure transparency, fairness, and compliance throughout all procurement processes and documentation
Provide expert guidance on procurement methods, evaluation criteria, contract terms, and dispute resolution
Conduct risk assessments and implement mitigation measures to address procurement delays, non-compliance, or performance issues
Coordinate effectively with technical teams, consultants, suppliers, and stakeholders to facilitate smooth procurement operations
Prepare clear, accurate procurement reports, evaluation summaries, and compliance documentation for management and donor agencies
