Job Purpose

HanmiGlobal is seeking a highly qualified Procurement Engineer to join our program management and PMCM team in Saudi Arabia. In this role, you will facilitate tracking, coordination, and reporting of procurement operations for a mega multi-work package land and infrastructure development program in Riyadh, delivered on behalf of a major government entity.


You will be providing program-level coordination, tracking support, and operational oversight for monitoring procurement activities across the program, ensuring all procurement plans, long-lead item logs, and supplier compliance metrics are fully aligned with approved project schedules, technical requirements, contractual obligations, and overall program delivery objectives, while supporting the successful delivery of the overall development program.

Reports To: Procurement Manager

Key Responsibilities

  • Review procurement plans, procurement schedules, and sourcing activities submitted by Lead Developers to ensure alignment with approved program milestones and construction requirements.
  • Monitor procurement progress, key procurement milestones, and critical deliverables while identifying potential delays and recommending corrective actions.
  • Monitor the procurement status of long-lead materials, equipment, utility components, and specialist systems.
  • Track manufacturing, logistics, delivery schedules, and supply chain performance to identify risks that may affect project delivery.
  • Support the development and implementation of procurement mitigation and recovery plans for critical procurement activities.
  • Maintain procurement registers, tracking logs, databases, and performance records.
  • Prepare procurement dashboards, executive reports, KPI summaries, and procurement performance analyses for PMCM Management and the Client.
  • Review procurement documentation to ensure compliance with approved procurement procedures, governance requirements, contractual obligations, and audit requirements.
  • Coordinate procurement activities with Planning & Scheduling, Technical, Commercial, and Project Controls teams to ensure full integration across all program packages.
  • Assist in identifying procurement-related risks, monitoring mitigation measures, and supporting contingency planning activities.
  • Participate in procurement review meetings, workshops, audits, and continuous improvement initiatives while promoting best practices in procurement governance and supply chain management.

Requirements

Qualifications & Experience

  • Bachelor's Degree in Engineering, Procurement, Supply Chain Management, Construction Management, Quantity Surveying, Business Administration, or a related discipline.
  • Minimum ten (10) years of professional experience in procurement, supply chain management, infrastructure delivery, construction, urban development, or major capital projects.
  • Experience within PMCM, PMC, consultancy, developer, contractor, or client-side organizations, preferably on major land development and infrastructure projects in Saudi Arabia or the GCC.

Skills Required

  • Experience within PMCM, PMC, consultancy, developer, contractor, or client-side organisations.
  • Experience on major land development and infrastructure projects in Saudi Arabia or the GCC.
  • Procurement planning, monitoring, scheduling, long-lead item tracking, and supplier performance monitoring.
  • Procurement compliance, governance, risk assessment, and contract/audit documentation review.
  • Proficiency with PMIS and digital procurement systems (procurement registers, tracking logs, databases, dashboards).
  • Data analysis and procurement performance reporting, including KPI dashboards and executive reports.
  • Supply chain and logistics management experience, including manufacturing, logistics, delivery schedule tracking and mitigation planning.
