Job Description:

Help shape Oregon’s future with the Department of Land Conservation and Development (DLCD)! We’re looking for a motivated, detail‑oriented Procurement and Contracts Specialist 1 to join Contracts and Procurement Services (CAPS) team. If you enjoy solving problems, researching options, and supporting colleagues, this role offers a great mix of meaningful work, variety, and growth.

You’ll process procurement requests, prepare purchase orders, and grant agreements, and keep our records accurate in agency and statewide systems. As the primary intake point for the CAPS team, you’ll also be a trusted partner for DLCD staff, vendors, and grant recipients guiding them through purchasing steps, resolving issues, and helping ensure our processes run smoothly.

Minimum Qualifications

Three years’ paraprofessional or technical-level experience in a related field such as general business, accounting, contracts, purchasing, or project administration support.
 

OR
 

A bachelor’s degree will substitute for the experience.
 

Note: A one-year certificate in supply chain, logistics management, procurement, or a related field will substitute for one year of experience.

  • The salary listed is the non-PERS qualifying salary range. If the successful candidate is a PERS participating member, they will have the base salary increased by 6.95% and pay the 6% employee contribution to PERS.  Successful candidates who are not yet a PERS participating member, will receive the 6.95% pay increase and begin the 6% employee contribution upon participating in PERS. DLCD employees are eligible for step increases on an annual basis, up to the top of the classification salary range.
