Job Description
The Procurement & Contracts manager will be responsible for the PMS project and for some of the DNEC procurement packages to:
- Perform procurement and contract management activities according to procurement policies, processes and practices
- Ensures that all contracts to be entered into are prepared and drafted in terms of the processes and procedures for the Owner approval
- Ensures the commitment of all contracts systematically from strategy development, and as the case maybe, vendor prequalification process, invitations to bid, bid assessment and establishing recommendations for award for the different contract packages within the procurement plan for the Owner approval
- Ensure that the subcontractor delivers according contract requirements
- Manage any contractual change identified in the course of the delivery
- Develop and implement the procurement plan for his scope of work in collaboration with other teams (Construction, Engineering, Quality)
- Select and finalize contracts with vendors according to the procurement plan in terms of schedule, contract price, T&Cs and other commercial conditions
- Review and maintain records related to procurement and contract management
- Ensuring the contractor’s adherence to all contractual terms, ensuring the validity of contract (extensions, changes as necessary)
- Ensure compliance with all relevant laws, regulations, and company policies regarding procurement activities
- Lead the contractor's evaluation process in collaboration with other departments (engineering, quality)
- Lead contracting and negotiations process with contractors for the best possible contract
- Responsible for leading the final supplier selection process for DNEC approval, in collaboration with other departments (engineering, quality)
- According size of the scope of work manage a team of procurement and contract engineers
- Act as a contract manager for signed contracts, overseeing the contractor’s delivery and performance and adherence to contractual terms, the renewal, termination, or renegotiation of contracts as necessary
- Manage the procurement plan update and report accordingly (contracting schedule, prices, contract status, changes …)
- Set and manage procurement KPIs to track and improve performance
Qualifications
- Bachelor degree-level or equivalent qualification in engineering
- Minimum total 15+ years experience in industrial sector mainly in Procurement and/or Contract Manager positions
- Experience of procurement from procurement plan development to contract management
Additional Information
- Understanding of Terms&Conditions : standard clauses, critical terms and external factors (governing policies and laws …) for the range of potential contracts (professional services, equipment procurement, site construction contracts, EPC and partially EPCM contracts)
- Strong negotiation, interpersonal and communication skills.
- Possess drive, initiative, and result-oriented skills and the ability to work under pressure.
- Excellent writing and communication skills
- Able to develop quickly strong relationships with multinational teams from different organisations representing the Owner, EPC vendor, Construction, Commissioning, Project Management, Safety and licensing and owner, among others.
- Able to understand and respect local culture.
- Leadership capability and mentoring of staff.
- Discretion and confidentiality when dealing with sensitive information
