The Regional PSM Engineer’s primary objective is to ensure minimization of process safety related risk at Epoxy plants within the NA region. The position is responsible for coordination of the process safety management and risk management programs. The position provides leadership and technical expertise to achieve corporate goals for process safety performance and ensures compliance with polices and applicable regulations through partnership with local management and HSE/PSM/Engineering professionals at each facility.
DUTIES AND RESPONSIBILITIES
Leadership:
- Set tactical and strategic direction for Process Safety Management and related programs for Epoxy and within the NA region
- Actively participate on the Westlake PSM, Epoxy COE, NA Regional and Site HSE Teams
- Keep abreast of Corporate and Epoxy PSM strategic initiatives and expectations and provide guidance & feedback regarding all
- Focus on the “Vision of Zero” as it relates to PSM incidents - develop and carryout programs that effectively control process safety risks in the company in line with regulatory compliance
- Lead efforts to improve cost reduction and process effectiveness in the areas of process safety management
- Direct and coordinate third party process safety consultants in NA region
Operational EHS Management:
- Develop PSM policies, standards and processes for Epoxy sites in the NA region, in accordance with Westlake HSE/PSM policies, standards and processes, and ensure their implementation and follow up
- Provide technical support for the implementation of PSM compliance and improvement programs and projects across Epoxy sites in the region
- Maintain up to date information about and interpret local, state and federal PSM regulations
- Develop and implement PSM risk assessment and risk management plans and emergency plans for new and existing processes
- Facilitate or participate on process safety reviews, including FMEA, Process Hazards Analysis (PHA e.g. HAZOP), Layers of Protection Analysis (LOPA), Fault Tree and Facility Siting Analysis
- Collaborate with operations during design of advanced process control systems and setting mechanical integrity level for safety critical devices
- Conduct critical PSM accident investigations and work with site teams to drive corrective actions to timely completion
- Review critical PSM audit, inspection and accident reports and recommend and/or implement corrective actions to eliminate recurrence
- Provide input regarding PSM priorities, budget and resources needed
- Monitor the application of the PSM key performance indicators, ensure compliance and interpret and report results, ensure actions are taken to mitigate or eliminate program gaps
Training & Development:
- Define and manage PSM awareness and education needs for all site associates & contractors
- Participate in HSE professional organizations & network to stay abreast of process safety best practices, emerging technology, and all regulatory changes
- Communicate with HSE/PSM/engineering professionals at other sites to share best practices
Auditing and Management Systems:
- Organize and conduct PSM internal audits and prepare for external audits and inspections to ensure that standard operation conditions accurately reflect operating conditions, preventative maintenance programs meet regulatory requirements and training requirements are satisfied and documented
- Partner with corporate and/or sites to close audit findings and implement recommendations
- Establish, track, report, and analyze the site’s key PSM performance metrics and implement corrective actions as necessary
- Interface with corporate partners to understand requirements and ensure the plant is compliant with all corporate management system standards
Education, Experience and Qualifications:
- MS/BS degree in Chemical or Mechanical Engineering or related field
- Minimum 8 years of experience as Process Safety Manager or Process Engineer in chemical/refinery industry
- Familiar with common risk assessment and process hazards analysis methodologies e.g. FMEA, HAZOP, LOPA, Fault Tree and Facility Siting Analysis
- In detail familiar with NA and good overview of global process safety related regulations
- Must be familiar with electronic data management systems and standard business software
- Ability to work in a fast paced environment
- Ability to effectively communicate and interact with all levels of the organization
- Ability to lead and influence project teams

- Aptitude to lead and make challenging decisions in any situation
