Job Description:
Lead Process Hazard Analyses (PHA) for the site:
- Monitors 5-year cyclical PHA process;
- Leads Safety Integrity Level (SIL) analysis studies and implements Process Safety Lifecycle for Safety Instrumented Systems (SIS)
- Oversees the Alarm Rationalization process;
- Assists in resolving complex technical issues using analytical and problem-solving skills such as HazOp and Semi-Quantitative Risk Assessment, Root Cause Failure Analysis (RCFA) and Layer of Protection Analysis (LOPA);
- Provides consequence modelling of process safety incidents.
Lead Management of Change (MOC) Process:
- Facilitates project process hazard and provides guidance and training for engineering team members completing MOCs;
- Supports Engineering on technical safety design;
- Ensures compliance and drives continuous improvement via the Quality Review process.
Lead Incident Investigations:
- Leads investigations for process safety incidents to determine root causes of failures and develops and coordinates corrective action plans;
- Ensures completion of follow-ups to mitigate site risk.
Mechanical Integrity (MI) Program:
- Participates in the development of the site MI program;
- Steers the MI team to the achievement of its objectives.
Risk Management and Audit Compliance:
- Site advocate to the Corporate Process Safety Council; this team drives PSM policy across the company with all company process safety engineers, Corporate Process Safety Manager, and EHS Steering Committee.
- Performs Semi-Quantitative Risk Assessment (SQRA) and hazard assessments as required and identified through near misses, hazard IDs, maintenance activities, site inspections, etc.;
- Works closely with Operations, Maintenance and Engineering to provide guidance regarding risk assessment methodologies, equipment design, and auditing of safety critical barriers;
- Coordinates the development of the Facility Siting review and implements follow up activities;
- Coordinates response activities to the site PSM audit findings;
General Environment, Health & Safety Activities:
- Assists in the development, audit and improvement of the EH&S management system standards and work processes;
- Participates in the development and implementation of the Joint Health & Safety Committee initiatives;
- Provides field supervision support and Pre-Startup audits for Turnarounds and other high risk jobs.
- Participates in the execution of the annual crisis drills and coordinates post drill follow up activities.
- Provides emergency response support as a member of the site Incident Management Team.
Required Skills:
- Engineering degree required
- Five or more years’ experience in increasingly responsible positions within chemical process technology and safety management in an industrial setting;
- Commitment to process safety as the embodiment of corporate culture, responsibility and accountability;
- Detailed knowledge on the application of qualitative and quantitative risk assessment / management techniques;
- Ability to recognize hazards, drive continual improvement and promote practical alternatives for risk reduction and risk control measures;
