ECS is seeking a Process & Change Management Specialist – CSAM Program to work in our Bethesda, MD office.
ECS Federal seeks a Process & Change Management Specialist to design, document, and operationalize the processes that govern how Integration/Information Coordinators (ICOs) supply and maintain data in the Cybersecurity Assessment and Management (CSAM) platform. This role drives adoption of standardized workflows, conducts readiness reviews and UAT before go‑live, delivers training and user guides, and steers the culture shift toward continuous monitoring and Ongoing Authorization (OA).
- Designs and documents processes for how ICOs provide, update, and maintain their CSAM data.
- Establishes workflows for change requests, interconnection approvals, contingency planning, supply chain risk tracking, cloud service approvals, and authorization memos.
- Facilitates training sessions, creates user guides, and ensures ICOs understand their role in the CSAM process.
- Conducts readiness reviews before new workflows go live in CSAM and runs UAT to validate function and usability.
- Supports adoption and drives culture shift toward continuous monitoring and Ongoing Authorization (OA).
- Captures requirements for CSAM workflows from leadership and ICOs; prioritizes and refines backlogs.
- Continuously improves workflows based on user feedback, audit findings, and new policy requirements; updates SOPs and communications accordingly.
- Tracks program milestones and metrics; provides status reporting and stakeholder briefings.
Salary Range: $107,000 - $130,000

- Proven ability to design and institutionalize program processes, KPIs, and governance artifacts (RACI, SOPs, playbooks).
- Hands-on experience translating stakeholder requirements into CSAM (or comparable GRC) workflows and forms.
- Experience planning and running user acceptance testing (UAT), readiness reviews, and controlled go‑lives.
- Strong background in change management (communications, training plans, adoption metrics).
- Familiarity with NIST RMF, SP 800-53 control families, ISCM/OA concepts, and associated evidence workflows.
- Ability to track milestones, manage risk/issue logs, and adjust plans/resources to hit quality and schedule targets.
- Education: Bachelor’s Degree in a relevant field (e.g., Information Systems, Cybersecurity, Engineering, Business).
- Public Trust Tier 2S (moderate-risk) eligibility and ability to obtain/maintain HSPD‑12 credentials, per client requirements.
