Northrop Grumman is seeking a Principal or Sr. Principal Contract Administrator to join our Defense Systems AARGM-ER (Advanced Anti-Radiation Guided Missile – Extended Range) program.  AARGM-ER is a major upgrade to the AARGM AGM-88E missile, incorporating the existing, proven system architecture, avionics, data-link, and sensor subsystems of the legacy AARGM missile into an advanced air vehicle with significantly increased range and survivability to engage advances air defense systems.  AARGM-ER will be carried on Navy F/A-18E/F Hornet and EA-18G Growler and internally carried on the F-35A/C (Air Force/Navy JSF variants). 

This position will be located in our Northridge, CA location (this position is not remote eligible). This position’s standard work schedule is a 9/80. The 9/80 schedule allows employees who work a nine‑hour day Monday through Thursday to take every other Friday off. The qualified candidate will become part of Northrop Grumman’s Advanced Weapons business unit and be exposed to assignments in Proposal Requests, Proposal Development, Negotiations, Contract Formation, Contract Management, and Contract Closeout.

Roles and Responsibilities:

·         Manages DoD contracts in an effective and efficient manner, to include hands-on contract management for assigned programs and proactive leadership in all areas of the contract management function, including solicitation review, proposal management, negotiations, contract administration, change management enforcement, cash flow management and contract closeout actions;

·         Provide strategic contract management leadership and guidance to senior management and market/program areas to promote achievement of company and customer objectives;

·         Advise management of contractual risks, liabilities and obligations; devise, recommend and implement creative and innovative solutions by applying procurement regulations and terms to preempt/resolve disagreements and address complex contractual issues; develop productive relationships with customer counterparts;

·         Participate and/or lead the development/improvement of best-in-class contract management processes and procedures;

·         Lead the development, interaction and negotiation with customers to implement strategic agreements including non-disclosure agreements, teaming arrangements, IP license agreements, et al, as applicable;

·         Abide by the highest ethical standards for personal conduct and provide the requisite leadership to ensure compliance with Northrop Grumman ethical standards and requirements, and company policies and procedures;

·         Ensure compliance contractually with applicable laws and regulations, including Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS);

·         Manage pre-proposal analysis of RFPs, understand and support development of pricing strategies and contract negotiation strategies. Lead the negotiation teams, assuring results which conform to all contract requirements

Basic Qualifications Contract Administrator (Level 3): 

  • Bachelors degree with 5 Years relevant experience ; 3 Years with Masters; 1 Year with PhD
  • Proficiency with Microsoft Office suite, strong emphasis on Excel
  • Working knowledge of FAR/DFARS as well as experience with different contract types is required
  • Ability to efficiently and effectively research FAR/DFAR information. 
  • Ability to understand regulatory changes and their impact on contracts/subcontracts.
  • Ability to obtain and maintain a secret clearance

Basic Qualification Senior Contract Administrator (Level 4):

  • Bachelors degree with 8 years relevant experience; 6 years with Masters; 4 years with PhD
  • Must be able to effectively work with the management of other organizations (program management, subcontracts, business management, finance, and supply chain management) as well as representatives of Government agencies
  • Must have a demonstrated understanding of and experience with FAR and DFARS
  • Must have a demonstrated experience with various contract types such as Time & Material, Cost Reimbursable , Firm Fixed Price, etc.
  • Must have capable & effective proposal development skills, excellent negotiation skills, and excellent oral and written communication skills
  • Must possess excellent decision-making skills that support resolution of complex problems while minimizing risk to the Corporation
  • Ability to obtain and maintain a secret clearance
  • Advanced skills using MS Office suite (Excel, Word, PowerPoint)

Preferred Qualifications

·         Proficiency with MS Office;

·         Active Top Secret Clearance;

·         Experience with Deltek/CostPoint;

·         Experience supporting an ACAT 1 program;

·         Knowledgeable of Earned Value Management System (EVMS) and schedule/cost linkages to

contract performance;

·         Ability to apply functional experience to create effective contractual solutions;

·         Knowledge and experience in US Government Procurement regulations and procedures

including Arms Export Control Regulations, FAR and DFARS;

·         Knowledge and experience with Intellectual Property/Data Rights;

·         Working knowledge of basic financial concepts;

·         Excellent writing and presentation skills;

·         Good presentation and writing/communication skills;

·    Self-motivated, willing to learn, and interested in working in a team environment

Primary Level Salary Range: $94,200.00 - $141,200.00Secondary Level Salary Range: $117,500.00 - $176,300.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
