RI&S Integrated Estimating and Pricing is seeking a strong candidate for an Estimating & Pricing Principal Specialist position. The qualified candidate will partner and support proposal activity for the Intelligence, Surveillance and Reconnaissance Systems (ISRS) programs in McKinney, TX. This position provides a tremendous growth opportunity for an ambitious individual to partner with the program leadership team, as well as Program / Capture Managers, Finance, Technical Leads, and functional support.
What You Will Do
- Plan and schedule proposal efforts.
- Participate in proposal pricing activities & Cost Volume Development by providing support for all phases of the proposal process - proposal development through negotiations.
- Compile cost, schedule and technical elements in the development of proposals in accordance with the Request for Proposal (RFP) specifications and compliant with Federal Acquisition Regulations (FAR).
- Coordinate the collection and accumulation of cost, scheduling and performance elements from functional departments
- Analyzes BOMs and BOEs ensuring reasonableness, adequate rationale and proper backup data
- Research and analyze historical data to support proposal efforts
- Review cost input for reasonableness.
- Prepare and present internal management reviews up to the Director level in accordance with the proposal schedule
- Coordinate activities and participate in fact-finding meetings
- Participate in should-cost and pricing reviews with management and customer representatives
- Support DCAA proposal audits
- Participate as a member of the contract negotiating team
- Provide direction/functions as an advisor to subordinate teammates to meet all objectives required for proposal preparation and monitors daily operations
- Ensure all applicable parties (e.g., Engineering, Subcontracts, program management and other E&P colleagues) collaborate toward accurate, current and complete proposal submissions
Qualifications You Must Have
- Typically requires a Bachelor’s and a minimum of 5 years prior relevant experience, or an Advanced Degree in a related field and a minimum of 3 years experience
- Experience with Proposal Development and/or Cost Volume Management
- Experience with industry estimating and pricing, policy, practices and/or procedures
- Experience with MS Office
Qualifications We Prefer
- Must have strong verbal and written communication skills, as well as the ability to interact with senior levels of management and customer organizations
- Experience with CAS & Disclosure Requirements including TINA
- Must possess excellent analytical skills and have a solid understanding of how to use common industry pricing tools and technology such as but not limited to ProPricer, ACES, MS Office (specifically Excel), etc.
- High attention to detail and accuracy.
- Strong financial acumen gained through academic achievement or employment.
- Analytical reasoning with the ability to research issues to resolution.
- Excellent communications skills.
- Ability to adapt to changing requirements and demanding schedules.
- Ability to work in a team environment.
- Ability to support the DCAA/DCMA audit process
- Experience with and understanding of Government Procurement Regulations (FAR, DFARS etc.)
- Develop solutions to a variety of problems of significant scope and complexity
- Must be able to learn processes quickly and apply knowledge to unique situations

The salary range for this role is 86,800 USD - 165,200 USD. The salary range provided is a good faith estimate representative of all experience levels.
