Position Description:
Designs, builds, tests, delivers, and maintains features, Web applications, and tools for digital platforms. Analyzes and recommends changes in project development policies, procedures, standards, and strategies, using Continuous Integration (CI), Continuous Deployment (CD), static code analysis, Test Driven Development (TDD), application performance tuning, Cloud deployment, Git/Stash, Maven, Jenkins, and Docker. Develops software applications and interfaces in a Service Oriented Architecture (SOA) using server-side technologies -- Java, Spring JSON, XML, SQL, JUnit, Tomcat, Apache Camel, GraphQL, xRest, and Cascading Style Sheets (CSS). Uses business knowledge to translate the vision for divisional initiatives into business solutions by developing complex or multiple software applications and conducting studies of alternatives.
Primary Responsibilities:
- Participates in architecture design teams.
- Defines and implements application-level architecture.
- Develops applications on complex projects, components, and subsystems for the division.
- Recommends development testing tools and methodologies and reviews and validates test plans.
- Responsible for QA readiness of software deliverables.
- Develops comprehensive documentation for multiple applications or subsystems.
- Establishes full project life cycle plans for complex projects across multiple platforms.
- Responsible for meeting project goals on time and on budget.
- Advises on risk assessment and risk management strategies for projects.
- Plans and coordinates project schedules and assignments for multiple projects.
- Acts as a primary liaison for business units to resolve various project/technology issues.
- Provides technology solutions to daily issues and technical evaluation estimates on technology initiatives.
- Advises senior management on technical strategy.
- Mentors junior team members.
- Performs independent and complex technical and functional analysis for multiple projects supporting several divisional initiatives.
- Develops original and creative technical solutions to on-going development efforts.
- Collaborates with architecture, security, and user experience design teams to build architecturally compliant applications.
- Partners with platform squads to define engineering standards, standard methodologies, and tooling.
- Provides engineering thought leadership to advance benefits and facilitate a mobile-first approach.
Education and Experience:
Bachelor’s degree in Digital Sciences, Computer Science, Engineering, Information Technology, Information Systems, or a closely related field (or foreign education equivalent) and five (5) years of experience as a Principal Software Engineer/Developer (or closely related occupation) performing Web application development supported by RESTful Web services and processing private customer data, using Angular, NgRx, CSS, and HTML.
Or, alternatively, Master’s degree in Digital Sciences, Computer Science, Engineering, Information Technology, Information Systems, or a closely related field (or foreign education equivalent) and three (3) years of experience as a Principal Software Engineer/Developer (or closely related occupation) performing Web application development supported by RESTful Web services and processing private customer data, using Angular, NgRx, CSS, and HTML.
Skills and Knowledge:
Candidate must also possess:
- Demonstrated Expertise (“DE”) building comprehensive health and insurance client side, Cloud based Elastic Kubernetes Service (EKS) and REST API applications, using Java, Struts, and Jenkins; and creating Web solutions that allow participants to elect healthcare solutions in a benefits administration environment, using J2EE Springs, JUnit, Apache Tomcat, and RESTful Web Services.
- DE designing and developing resilient, scalable, test driven, and enterprise multi-tiered, rich interface benefit administration Web applications, using Server-Side technologies (J2EE, Spring, and NodeJS), Visual Studio Code, and Eclipse as an Integrated Development Environment (IDE).
- DE designing and developing responsive and test-driven benefit administration Web applications, using client-side frameworks (Angular, Vuejs, and LitElements), programming languages (JavaScript, TypeScript, HTML, and CSS3), and front-end module bundling and tooling frameworks (Webpack).
- DE designing and developing RESTful Application Programming Interfaces (APIs) for mission-critical benefit administration applications -- reusing centralized authorization and implementing APIs -- using Apigee; deploying benefit administration applications for health care enrollments, life events, and benefits summaries to Cloud, using Kubernetes authenticating applications and both oAuth and Spring Model-View-Controller (MVC) frameworks; and implementing CI/CD pipelines for Web services using Jenkins and Concourse.
