Principal Scientific Data Officer (Quality Assurance, Quality Control, and Audit)

 

We are looking for a Principal Scientific Data Officer (PDO) specialising in data QA/QC & data auditing. The PDO will be responsible for developing and implementing programme-wide data quality standards objectives with comprehensive data tracking and auditability. The objective is to establish an auditable database of all finalised information and data created by the research programme across its research teams in seismic monitoring, earthquake-hazard assessment, and seismic-risk analysis. The PDO will work closely with the research teams comprising some 40 research staff to develop database protocols and procedures for the documentation covering information acquisition and processing, and for models including their underlying model components and assumptions. The PDO will also conduct periodic internal data auditing to ensure data protocols and database are maintained to readily meet external data auditing requirements of ISO9001 or higher ISO/IEC27001.


Key Responsibilities:

  • Establish programme-wide data protocols and procedures for creating a comprehensive database of all finalized research information including data, models and associated documentation
  • Develop and maintain an auditable database of all programme research information with appropriate data tracking, documentation and version control that can support future ISO certification such as ISO9001 or higher ISO/IEC27001.
  • Working collaboratively with individual research teams as the data providers of the programme, populate and maintain the database as new research results are obtained, analyzed and finalized
  • Perform regular internal data auditing to ensure established protocols and procedure are fully met on a continuing basis
  • Prepare reproducible data subsets in support of technical reporting, peer-reviewed publications, and submissions to funding and regulatory agencies.

Job Requirements:

  • A Master’s degree or higher in a relevant scientific or engineering discipline (e.g. Data Science, Computer Science, Information Systems/Informatics, Geophysics, Earth Sciences, Civil/Earthquake Engineering), or a closely related field
  • Formal training in data management, statistics, informatics, data science or closely related field
  • Demonstrated capability in understanding of scientific workflows and research methodologies with the ability to translate research processes into robust data management and quality assurance practices
  • Advanced qualifications or professional training in research quality management, information systems and/or regulatory compliance
  • More than 8 years of relevant experience in scientific data management, research data governance, QA/QC, or data auditing with the last 5 years in progressively senior or leadership-level responsibilities
  • Demonstrated leadership experience with responsibility in developing and implementing quality systems, governance frameworks, or audit programme for large, complex, multidisciplinary research programmes
  • Strong interpersonal and problem-solving skills, with the ability to work effectively and independently with research teams to resolve data discrepancies and conflicts, and manage competing priorities in a collaborative manner
  • Experience working independently with funding agencies, external auditors and/or reviewers on matters relating to data management, data quality, governance and compliance
