Job Overview:
The Principal Operations Specialist is responsible for the safe, efficient and cost effective daily operation of a Marine base and associated activities in support of Large EPCIC Pipelay and SURF projects. Such activities include vessel logistics, importation and exportation, crew logistics and immigration, bunkering, port calls, cargo handling and compliance with Company and local regulations.
This position is planned to be based in Brunei Darussalam for a period up to 12 months, with possibility to extend for a further 12 months. Position will report to Project Management Team location in Kuala Lumpur Malaysia.
ResponsibilitiesKey Tasks and Responsibilities:
Manage daily operations of the Marine base
Co-ordinate with Port Authority, Customs and Immigration as well as Shipping agents for vessel and equipment importation and exportation
Co-ordinate vessel arrivals, departures and berthing in conjunction with Project Management Team, Vessel Masters and Shipping Agents
Co-ordinate with Vessel team, Port and Bunker Suppliers for safe and efficient provision of fuel and fresh water to vessels
Participate in project daily Operational Conference calls to receive updates from the Project Management Team and Offshore Management Teams as well as providing an update in relation to Marine Base operations
Co-ordinate marine waste management, ensuring compliance with MARPOL and environmental regulations
Ensure uninterrupted support for offshore operations from Marine Base
Ensure timely mobilization and demobilization of Marine Vessels and equipment
Daily management of Subcontractors including but not limited to Marine Base supplier, Shipping Agents, Plant Equipment suppliers, Manpower Suppliers, accommodation and transport providers
Manage loading, offloading and onshore storage and preservation of Carbon Steel Line Pipes and other Project Equipment
Take the lead in promoting a strong safety culture throughout the Marine Base, Marine Base Supervisors and Subcontractors
Ensure compliance with Company HSE policies and local regulations
Manage warehouse and yard operations
Ensure detailed inventory is maintained of all Contractor and Company Equipment within Marine base
Ensure all Contractor and Company equipment is inspected on receipt, maintained and preserved where required and inspected prior to dispatch
Lead Marine base supervisors in terms of HSE, Crew, Vessel and Equipment Logistics
Manage Marine base budget, monitor marine base costs and identify savings opportunities
Manage contracts with service providers and suppliers
Liaise with project teams, vessel operators, clients, port authorities, customs immigration and regulatory agencies
Support Client audits and inspections
Ensure compliance with Port regulations, Maritime legislation, ISPS, Environmental regulations, Company management systems
Ensure all cranes, forklifts, trailers and lifting equipment are certified and inspected prior to use
Ensure all manpower services are carried out safely, by competent personnel and are properly supervised
Ensure all operations related to Marine base are risk assessed prior to commencing
Marine base point of contact for Emergency Response, Medivac and Crisis management
Essential Qualifications and Education:
10 plus years of experience in the oil and gas industry working in Marine, Offshore or Port Logistics
Strong knowledge of Brunei Darussalam Local regulatory authorities and Marine Operations (Preferred)
Extensive Experience in managing Vessel Importation, Exportation, Crew Immigration and Logistics
Knowledge of customs clearance, import/export logistics, and international shipping documentation
Experience working with clients, port authorities and marine regulatory agencies
Experience with vessel scheduling and berth planning for multiple Marine Assets
Experience coordinating vessel operations, cargo handling, lifting operations and mobilizations
Strong knowledge of HSE management systems and safe lifting practices
Experience in managing budgets, contractors and service providers
Strong leadership and people management skills
Commercial awareness and cost control
Effective communication with Project Management team, Vessel Management Teams, Clients and Regulators
Knowledge of Maritime legislation and port requirements
Knowledge of Emergency Response and Crisis Management
Experience in crew and personnel logistics
