Principal Environmental Project Leader
San Diego Office, Hybrid or FT Remote within San Diego County

ICF is hiring a seasoned and technically accomplished Principal Environmental Project Leader to manage and direct projects in the energy, transportation, natural resources, and water sectors. You will lead business development activities and champion delivery teams toward successful project completion. You will especially assist in the energy sector by growing portfolios with utilities, renewables, and transmission environmental services and fostering loyal client relationships. You will be able to apply a wide range of experience and demonstrated capabilities in the daily management of complex projects across multiple geographies and regulatory platforms, and a strong biological resources background is preferred. You will support the growth and development of our team as a technical leader, mentor to junior staff, and principal contributor to business development activities. You will work with clients, teaming partners, technical experts, interested parties, and regulatory agencies to successfully deliver projects on-time and on budget. You will work with ICF team members across the country, maintaining working relationships with infrequent face-to-face contact and be willing to undertake periodic term travel to attend meetings with clients and/or internal staff. Position is available in the San Diego Office. Remote and hybrid arrangements are also available.
What You Will Do

Overseeing or leading project teams and subconsultants, including field surveys, agency coordination, and report and deliverable preparation.

Overseeing or managing all aspects of a project including client contact, agency coordination, budget control, invoicing, schedule, personnel allocation/planning, technical approach, and subcontractor involvement.

Providing technical direction on regulatory and natural resource agency coordination and consultation efforts as required under the Endangered Species Act (ESA).

Clearing projects for construction through the environmental planning and permitting process, beginning at the conceptual siting and routing phase.

Performing QA/QC review of project documents, reports, presentations, technical memorandums, and other work products with a focus on technical adequacy, regulatory compliance, and client-specific requirements.

Leading business development and building relationships with clients and substantially contribute to business development in natural resource planning throughout the United States.

Providing mentoring and training to staff in all aspects of the position, including but not limited to technical expertise, project, and client management skills, writing, business development and other consulting-specific skills.

What You Must Have

BS in biology, ecology, conservation biology, environmental science, or related discipline.

Minimum of 15 years of experience which demonstrates a strong knowledge and technical competence of regional biological resources.

Minimum of 10 years of experience managing or leading staff in energy projects.

Strong business development acumen and an understanding of the market and an ability to identify and effectively position for and capture new project work for ICF.

Detailed knowledge and demonstrated experience with ESA Section 10, conservation planning, Biological Assessment preparation, agency coordination, and scientifically sound assessment of project effects

A well-developed industry network with private/public sector clients and regulatory agencies.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position based on full-time employment is:
$190,387.00 - $323,659.00
