Job Description

Lead Control System Engineer

Staff / Contract (Inside IR35)

The CE&I Responsible Engineer is required to lead a team of discipline Engineers in the definition, implementation and delivery of engineering design work packages (specification, analysis, verification or assessment of engineering).

Roles and Responsibilities are defined in the ED04 Responsible Engineer R2A2 and the candidate shall also meet the requirements of SR0696 – SQEP Role Assessment Specification for a CE&I Responsible Engineer.

Responsibilities are to include:

People performance, development and competence:

  • To effectively lead and manage members of the functional team including appropriate collaboration with parties for the professional development of team members in a way which balances the needs of the individual and project
  • To ensure that all team members are aware of and understand relevant Legislation and project specific policies, procedures, and design issues
  • To promote and facilitate best practice for the sharing of discipline specific LFE
  • To ensure collaboration between the CE&I design teams and the wider project IPT including other design organisations, the installation teams, plant teams, commissioning teams and product vendors to ensure industry best practice is obtained and shared and all designs are able to be installed and commissioned appropriately.

Work assignment and delivery:

  • To be part of the approval team in assigning packages of work to and ensure that SQEP competent resources are used to prepare, check and approve design work packages
  • To be part of the planning team in programming packages of work in a way which is consistent with the requirements of the staged business model, effective risk management principles and is fully aligned with the Project
  • To carryout effective and proportionate risk management and assurance activities including to call functional engineering or design capability reviews, especially in relation to novel techniques or solutions which carry significant financial, technical, design or programme risk.

Quality of work and output:

  • Managing the generation of design deliverables that define and preserve the design intent and are organised and align with the plant configuration
  • To collaborate in the selection and development of optimised, balanced and practical design solutions balancing aspects of safety and environmental performance, operational effectiveness and constructability
  • Identifying appropriate design and engineering standards and practices to be used for the delivery of portfolio
  • to adopt validation and verification practices to key aspects of work to ensure that the design meets all functional, safety and environmental requirements and is integrated with other design disciplines.

Cost & schedule:

  • Lead the development and control of the functional elements of the project baseline scope, schedule and budget using the project change control process
  • Monitoring, reviewing and reporting on functional status, progress against schedules and implementing corrective and recovery actions.

Accountabilities

The CE&I Responsible Engineer shall be accountable as follows:

To the Area Engineering Manager for:

  • ensuring control, delivery and reporting of the specified work scope to agreed project function, cost and schedule
  • ensuring that design solutions are fit for purpose, integrated & optimised, affordable and meet functional specification and execution plan
  • Ensuring functional technical, safety and engineering risks are identified.
  • Ensuring appropriate and adequate design standards and practices are deployed and deliverables and solutions generated are safe, legal and adequately underpinned
  • Ensuring competent, SQEP people are deployed in functional work and periodic forecasting of resources are accurate and timely
  • Ensuring that appropriate design review activities are performed in a timely manner
  • Ensuring subject matter experts are appropriately and adequately engaged in a timely manner and LFE captured, disseminated and utilised.

To Directorate Head of Engineering for:

  • ensuring solutions meet agreed performance demands and documents define and preserve the design intent and are organised and align with the plant configuration
  • ensuring all necessary documentation is generated to meet safety and legal requirements that enable receipt on nuclear licensed site, installation, commissioning and taking into service of plant and equipment.

Authorities

  • To work within your own financial delegations
  • To call functional assurance reviews
  • To approve the functional design deliverables
  • The selection and appointment of project functional discipline delivery role holders
  • To accept the cost estimate and schedule for functional areas of responsibility
  • To prioritise production of design deliverables, in conjunction with the package lead engineers and Area Engineering Manager.

Qualifications

Chartered CE&I Engineer

Demonstrate strong leadership behaviours to drive timely delivery of CE&I Engineering work scope to cost, quality and schedule.

Ability to be SQEP’d as checker

Experience Designing, Specifying & Implementing:-

  • Electrical Supply Distribution systems to BS7671
  • UPS systems
  • Motor Drives
  • Mechanical Handling Systems and/or Cranes.
  • Process Instrumentation
  • Cyber Security

Additional Information

Due to the nature of work to be undertaken applicants will be required to meet certain residency criteria in order to attain a minimum level of UK security clearance if not already security cleared to a minimum SC level.
