Role Description:

The Pricing Manager is responsible for developing and executing pricing strategies across complex defence, nuclear, construction, infrastructure, equipment, sustainment, support, engineering, and professional services programs. The role provides leadership for all pricing, estimating, financial modelling, and commercial proposal activities, ensuring compliance with Defence and Government procurement requirements, defence pricing principles, and Commonwealth contracting frameworks.

The Pricing Manager will work closely with Business Development, Program Delivery, Engineering, Finance, Supply Chain, and Executive Leadership to develop competitive, compliant, and profitable commercial solutions for major defence and commercial opportunities and existing contract portfolios.

The successful candidate will possess a minimum of 10 years' experience in defence and commercial pricing, estimating, commercial management, finance, or bid leadership roles, with demonstrated expertise in complex financial modelling, Public Private Partnerships (PPPs), long-term service arrangements, and major capital equipment and construction programs.

Key Responsibilities

Pricing Leadership

  • Lead the pricing and estimating function across strategic bids, proposals, contract renewals, and contract variations.
  • Develop pricing strategies that balance competitiveness, affordability, risk management, and profitability.
  • Establish pricing governance, methodologies, templates, and best practices across the organisation.
  • Provide pricing leadership during bid reviews, executive approvals, and customer negotiations.
  • Mentor and develop Pricing Officers, Commercial Analysts, Estimators and Bid Teams.

Pricing & Cost Modelling

  • Develop and review complex pricing models for defence, nuclear, construction, infrastructure, equipment acquisition, sustainment, logistics, engineering support, and service delivery contracts.
  • Ensure pricing methodologies align with Defence pricing principles and customer requirements for transparency, value for money, and cost reasonableness.
  • Lead the preparation and submission of detailed cost and pricing data.
  • Apply cost build-up methodologies including:
    • Direct labour
    • Material and procurement costs
    • Subcontractor pricing
    • Indirect cost allocations
    • Capital recovery
    • Inflation and escalation
    • Risk and contingency provisions
    • Profit and fee structures

Financial Modelling & Commercial Analysis

  • Develop and maintain sophisticated financial models supporting complex contracting arrangements.
  • Conduct scenario modelling, affordability assessments, sensitivity analysis, and commercial risk evaluations.
  • Lead business case development for major investment decisions.
  • Analyse long-term program profitability, cash flow requirements, milestone payment requirements, return on investment, and lifecycle cost impacts.
  • Support strategic decision-making through quantitative and qualitative commercial analysis.

Public Private Partnerships (PPP) & Complex Contracting

  • Lead pricing and commercial assessments for PPPs, availability-based contracts, managed services arrangements, and long-term capability support programs.
  • Evaluate investment structures, financing assumptions, performance-based payment mechanisms, and risk allocation frameworks.
  • Support negotiations relating to strategic infrastructure, defence capability, and sovereign industrial capability initiatives.
  • Assess whole-of-life cost implications for major defence projects.

Bid & Proposal Management

  • Support capture activities and opportunity qualification.
  • Lead pricing workstreams for major Defence tenders and strategic pursuits.
  • Coordinate cross-functional inputs from project management, engineering, supply chain and operations teams.
  • Review commercial assumptions, dependencies, exclusions and ensure alignment with contractual requirements.
  • Present pricing recommendations and bid positions to executive stakeholders.
  • Timely delivery of pricing models, business cases, and proposal submissions.

Customer Engagement & Negotiations

  • Act as the primary pricing representative during customer reviews and commercial negotiations.
  • Engage with Defence procurement personnel and industry partners on pricing, cost structures and commercial assumptions.
  • Support post-submission clarifications, fact-finding, cost audits, and negotiation activities.
  • Build trusted relationships with internal and external stakeholders.

Governance, Compliance & Risk Management

  • Ensure compliance with Defence procurement frameworks, Commonwealth policies, organisational governance requirements, and contractual obligations.
  • Maintain comprehensive pricing records and audit trails.
  • Support internal and external reviews, audits, and assurance activities.
  • Identify and manage commercial risks and opportunities throughout the bid and contract lifecycle.

Essential Experience

  • Minimum 10 years' experience in pricing, commercial management, estimating, finance, bid management, or contract management within the defence industry.
  • Proven experience supporting defence, construction, infrastructure, equipment, sustainment, engineering, logistics, and professional services contracts.
  • Demonstrated knowledge of Defence pricing principles, cost transparency requirements, and government procurement practices.
  • Significant experience developing and reviewing complex financial models and commercial business cases.
  • Experience pricing large-scale strategic pursuits exceeding $50M in contract value.
  • Experience supporting Public Private Partnership (PPP) or similarly complex commercial arrangements.
  • Strong understanding of risk-adjusted pricing and lifecycle cost modelling.
  • Experience leading pricing teams or complex cross-functional bid activities.

Essential Qualifications

  • Bachelor's degree in Commerce, Finance, Accounting, Business, Economics or a related discipline or equivalent experience.
  • Advanced financial modelling capability.
  • High proficiency in Microsoft Excel and financial analysis tools.

Desirable Qualifications & Experience

  • CPA, CA, CIMA, CFA, CPCM, or equivalent professional qualification.
  • Knowledge of ASDEFCON contracting frameworks.
  • Experience with ERP systems including SAP, Oracle, IFS, Costpoint, or similar enterprise platforms.
  • Experience supporting Australian Defence Force (ADF), Capability Acquisition and Sustainment Group (CASG), or Defence prime contractors.

Required Security Clearance Level: Eligible for AGSVA Baseline moving to NV1

Location: Either Adelaide (Preferred), Canberra or Sydney
