Northrop Grumman Aeronautics Systems Division is looking for a Pricing Cost Estimating Manager 2 to be located in our Redondo Beach, CA facility.
The successful candidate must possess an understanding of Cost Accounting Standards (CAS), indirect rate management, Forward Pricing Rate proposal (FPRP) development, estimates at complete (EAC), budgeting and forecasting. This key leader role will lead and support the Production Operation Estimating team on a critical Restricted Program.
Roles and Responsibilities include, but are not limited to, the following:
Leading/supporting proposal activities of diverse and inclusive teams with high levels of engagement and collaboration with other team members
Leading and coordinating the collection and accumulation of cost, scheduling, and performance data
Reviewing and analyzing RFP/Change Orders to determine/develop the costing requirements and goals
Organizing and estimating initial ROM, or cost targets for medium/large efforts
Foreseeing and identifying potential problems (understanding impacts to other areas)
Reviewing Task Description/Basis of Estimate for compliance and adherence to the program or capture plan (analogous, parametric, CERs and engineering estimates)
Generating and maintaining proposal data files in Propricer and/or Proposal Integration Folders
Developing compliant estimates according to company and Government policies and procedures
Performing Regression Analysis and single variate CER equation development
Populating existing models with updated information and/or creating report ready spreadsheet tables/graphs
Participating in should-cost and pricing reviews with management
Supporting customer fact finding, updates, and corrective actions.
Participating as a member of the contract negotiations team
Performing Certifications Sweeps and process for certifying proposals
Supporting Customer/Government Audit on a periodic basis.
Actively pursuing problem-solving opportunities and suggesting/implementing work-around solutions to improve proposal process
Support affordability and quality initiatives
Basic Required Qualifications:
Must either have a bachelor's Degree from an accredited university with a minimum 7 years of combined experience in Business Management, Contract Management, Proposal and/or Pricing/Estimating experience; or a Master's degree from an accredited university in Business Management, Contract Management, Proposal and/or Pricing/Estimating experience with 5 years of experience or a PhD from an accredited university in Business Management, Contract Management, Proposal and/or Pricing/Estimating experience with 3 years of experience
Experience with estimating and BoE development
Experience with MS Office Suite, specifically Excel, PowerPoint and Word
Experience with FAR and DFARS government regulations
Preferred Qualifications:
Experience with Production proposals and estimating
Strategic focus oriented, including ability to evaluate, integrate, and communicate cost issues and risks to senior and executive management
Ability to create automation tools for the overall Pricing and Estimating team to minimize required administrative tasking and focus on estimating and analysis
Persistence and tenacity to meet deadlines in a challenging, multi-tasking environment
Pursuing problem solving opportunities and suggesting/implementing work-around solutions to improve proposal process
Skills Required
- Bachelor's degree from an accredited university plus at least 7 years of combined Business Management, Contract Management, Proposal, Pricing, or Estimating experience
- Master's degree from an accredited university plus at least 5 years of relevant experience, or PhD plus at least 3 years of relevant experience
- Experience with estimating and Basis of Estimate development
