SUMMARY:

The Preschool Manager provides necessary guidance to establish proper administration and supervision of the preschool classrooms and preschool transportation; monitors the program for compliance with all State and Federal regulations; serves as Liaison with other related Agencies, Organizations, and Networks; has the skills and personal qualities to meet the demands of a member of the Management Team.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

  • Assists with development and implementation of Preschool classroom budgets and ensures facility remains within budget.

  • Assures all served children have funding source and payer is current.

  • Assures all supportive documentation related to all billing is completed contemporaneously in the electronic health record.

  • Stays apprised/exhibits knowledge of all laws pertaining to personnel management.

  • Responsible for all hiring, evaluations, discipline, and terminations of classroom and transportation employees.

  • Assures all employees attend and/or complete assigned trainings.

  • Implements/ensures all staff understand and adhere to FCC policies and procedures.

  • Recommends new policies and procedures to upper management.

  • Analyzes daily classroom and transportation tasks to maximize effectiveness, efficiency and quality outcomes and addresses needs accordingly.

  • Actively coaches and mentors all preschool classroom and transportation staff to meet high quality standards of the organization.

  • Develop checklists for staff use to assure procedures followed.

  • Assure staff attend required early out professional development session and that active collaboration and communication is occurring between disciplines. 

  • Provides special education instruction associated with plans of care for assigned caseload

  • Coaches, mentors and oversees implementation of plans of care for children enrolled in EIDT.

  • Exhibits knowledge of guidelines, regulations and laws concerning programs/supports for developmentally disabled children.  Stays current on all changes in Medicaid, TEFRA, Vouchers, Day Care/Nutrition program regulations, etc.

  • Monitors services to ensure compliance with state/federal laws/regulations including documentation requirements for services rendered.

  • Exhibits knowledge of developments/trends in developmental disabilities.  Stays current on information/new practices in serving children with developmental disabilities.

  • Exhibits knowledge of budgeting/fiscal management.

  • Works with Clinical Operations Manager and Compliance department to ensure all departments within scope operate in full compliance.

  • Serves as Liaison with other agencies, organizations, and networks.  Maintains active communication with agencies/professional associations serving developmental disabilities clients.

  • Monitors state/federal legislative activities and acts as advocate to pursue legislation that benefits disabled people and non-profit corporations.

  • Serves as Liaison with public schools, educational cooperatives, developmental disability services, Department of Human Services, and medical community, as well as city/county officials and civic organizations as needed.

  • Represents FCC at professional meetings and conveys information as appropriate.

  • Actively participates in professional organizations.

  • Advocates for continually improved/developed services for developmental disabilities clients.

  • Drives Continuous Quality Improvement (CQI) within facilities.  Assures all staff trained in FCC mission, philosophy, Code of Ethics and Goals.

  • Assures all services are family centered/friendly.

  • Assures services provided in manner upholding client dignity and civil/human rights observed/protected.

  • Assures Preschool facility is safe/sanitary.

  • Conducts required safety/emergency drills and inspections according to procedures. 

  • Assures buildings in compliance with all health/safety regulations and have all necessary safety equipment available.

  • Attend internal/external meetings, conferences, and events as required.

  • Maintains job skills/personal qualities for position.

  • Initiates action designed to implement Executive/Corporate decisions to staff.

  • Make effective use of time and scheduling.

  • Utilizes available human/material resources.

  • Maintains interest and enthusiasm.

  • Shows consideration toward others

  • Responsible for weekly staff schedule, including eliminating overtime, Leave requests, staff openings/absences coverage.

  • This is a safety sensitive position.

QUALITY ASSURANCE & COMPLIANCE: To adhere to the following and comply with all Quality Assurance’s & HIPPS procedures.

  • The Code of Conduct and Compliance Investigation Procedures as read and discussed in the new employee training must be followed at all times.

  • Consumers’ progress notes be maintained and completed daily or as needed on the prescribed forms.

  • Consumers’ records must be maintained weekly, monthly, quarterly, and yearly.  All information must be filed in consumers’ records as needed and updated as prescribed by funding sources.

Qualifications

QUALIFICATION REQUIREMENTS:

EDUCATION and/or EXPERIENCE:

  • Bachelor’s degree (B.A./B.S.) from a four year college or university in the area of Child Development, Special Education, or Therapies or three to five years related experience and/or training in a supervisory or leadership capacity; or equivalent combination of education and experience. 

  • Specific knowledge of the field of developmental disabilities.

 

 

LANGUAGE SKILLS

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental relations.  Ability to write reports, business correspondence, and procedure manuals.  Ability to effectively present information and respond to questions from groups of Program Administrators, clients, customers, and the general public.

 

 

MATHEMATICAL SKILLS

Ability to calculate figures and amounts, such as discounts, interest, commissions proportions, percentages, area, circumference, and volume.  Ability to apply concepts of basic algebra and geometry.

 

 

REASONING ABILITY

Ability to resolve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.  Ability to interpret a variety of instructions furnished when written, oral, diagram, or schedule form.

Skills Required

  • Bachelor's degree in Child Development, Special Education, or Therapies (B.A./B.S.)
  • Three to five years of related supervisory or leadership experience or equivalent combination of education and experience
  • Specific knowledge and experience working with developmental disabilities and related programs/regulations
  • Experience with billing, Medicaid/TEFRA/voucher/Day Care/Nutrition program rules and contemporaneous documentation in an electronic health record
  • Management experience including hiring, evaluations, discipline, terminations, scheduling, and staff training
  • Ability to maintain confidentiality and comply with HIPAA/organizational non-disclosure policies
  • Ability to perform physical demands of role (frequent standing/walking, occasionally lift/move up to 25 pounds)
