We are currently seeking an Assistant Project Manager for our Preconstruction Department, in Phoenix, AZ.

The Preconstruction Assistant Project Manager will be esponsible for assisting the Preconstruction Manager and/or Preconstruction Director with the overall coordination, planning, cost control, and successful execution of projects during the preconstruction phase. Supports pursuit efforts, estimating activities, bid preparation, schedule development, subcontractor coordination, and turnover into operations to help ensure profitable and successful project delivery.

RESPONSIBILITIES

  • Assists in coordinating estimators, project management staff, proposal teams, and operations personnel during the preconstruction phase to support collaborative delivery and competitive bid pursuits.

  • Reviews and understands bid documents, drawings, specifications, logistics plans, and schedules to identify risks, cost drivers, and opportunities. Assists in developing bid strategies and alternatives.

  • Assists with subcontractor and supplier outreach, bid leveling, scope comparison, and analysis of competitive pricing. Helps prepare bid packages and supports procurement efforts.

  • Reviews cost coding, estimate breakdowns, and forecasted cost/revenue projections to ensure alignment with company profitability goals and historical cost data.

  • Assists with schedule development and review (Primavera or equivalent), identifying potential risks and impacts to project timelines during both preconstruction and early operations.

  • Participates in change order review and analysis during preconstruction and transition to operations, evaluating schedule and cost impacts.

  • Coordinates with owners, engineers, and design teams for clarifications, issue resolution, and preconstruction meetings. Attends owner progress and strategy meetings as required.

  • Supports development of logistics plans, general conditions analysis, and value engineering efforts to enhance project competitiveness and constructability.

  • Helps maintain subcontractor logs, document control systems, equipment/material tracking, and project databases in accordance with company procedures.

  • Builds and maintains professional relationships with subcontractors, suppliers, engineers, and owners to position the company as a preferred builder.

QUALIFICATIONS

  • Bachelor’s degree in Civil Engineering, Mechanical Engineering, Construction Management preferred, or equivalent civilian or military experience.

  • Approximately 2–8 years of experience in design of water/wastewater systems, construction project management/engineering, estimating, or preconstruction

  • Exposure to preconstruction processes and collaborative delivery methods

  • Understanding of estimating principles, cost structures, and market conditions

  • Familiarity with cost estimating and scheduling software preferred but not required. Proficient in some of the following: Word, Excel, AutoCAD/Revit, and Document Management systems

  • Ability to identify risks, prioritize tasks, and maintain schedules

  • Effective written and verbal communication skills

  • Ability to organize and use meeting time effectively

  • Some travel may be required for project pursuits, preconstruction meetings, and project assignments.

Salary Range Disclaimer

The actual base pay is dependent upon many factors, including but not limited to: training, transferable skills, work experience, business needs and market demands. The base pay range is subject to change and may be modified in the future. This role may also be eligible for a bonus and other benefits.
