The Department of Consumer and Business Services (DCBS) is a progressive business regulatory state agency dedicated to the mission of protecting and serving Oregon's consumers and workers while supporting a positive business climate. The department administers state laws and rules governing workers' compensation, occupational safety and health, financial institutions, insurance companies and building codes. The department has consumer protection and education programs, offices, and ombuds to help consumers, injured workers, and businesses.

This position is with the Division of Financial Regulation (DFR). DFR’s mission supports that of the department by protecting Oregonians’ access to fair products and services through education, regulation, and consumer assistance. The division is responsible for ensuring the safety and soundness of financial institutions, the availability and affordability of financial products, and the fair treatment of consumers. Functions include licensing, regulating, and monitoring the conduct of banks, credit unions, financial services providers, health care service contractors, insurance companies, and licensed or registered agents of such entities.

This is a management service position and is not represented by a union.

This position is eligible to telework on a full-time basis once the incumbent has gained the proficiency to perform work independently. The incumbent may occasionally be asked to work from the office on an as-needed basis.

Here’s what you will do:

As the Policy Project Manager, you will be responsible for developing and managing the execution of complex project plans of various scope and size involving both internal and external interested parties. While there are some recurring projects, most projects will vary over time. Projects likely will be high-risk and require working with federal, state or local agencies and various public and private interested parties. For example, projects could include coordinating and organizing the work the insurance commissioner and other staff conduct with their counterparts in other states and jurisdictions to collectively develop model laws, white papers, and other public policy affecting the insurance, banking, and other financial services industries across the country.

Here’s what you need to qualify:

Minimum Qualifications:

  • Seven years of professional level experience related to the class concept*

OR

  • Six years of professional level experience related to the class concept* AND an Oregon Project Management Associate Certification

OR

  • Four years of professional level experience related to the class concept* AND a bachelor’s degree in Business Administration, Management, Public Administration, or a closely related field

OR

  • Two years of professional level experience AND Project Management Professional Certification awarded by the Project Management Institute

*Class Concept:

Projects managed at this level have a high risk and combine interests and missions of federal, state, or local agencies or various private or public communities of interest. These projects are highly complex with increased management overhead in terms of tracking progress, communication, and inter-personal conflict resolution. Project Managers at this level identify and mitigate risks across multiple and diverse projects and must apply extensive experience and judgment to plan and accomplish goals.

  • Excellent public relation skills

  • Ability to communicate effectively and collaboratively, both orally and in writing, to a broad spectrum of executive, management, professional, technical and support staff within the Department, other state agencies, and the public

  • Ability to facilitate meetings and committees and work with people who have diverse interests

  • Experience with strategic planning

  • Experience managing many competing priorities in a fast-changing environment

  • Ability to understand and communicate the impact of policy projects

  • Preference may be given to candidates with an in-depth knowledge of Oregon public policy, the insurance or financial industries, insurance or financial regulatory policy and/or consumer advocacy

Additional information:

  • Per the Pay Equity Law passed in 2017, an employee pay assessment will be conducted to determine what pay step the successful candidate will be offered.  The assessment will be based on the relevant experience, education, training, and certifications documented in the application materials.  On average, candidates new to state service will most likely be offered compensation in the lower to mid-level of the salary range.

  • The salary range listed is the non-PERS eligible rate. If you are already a participating PERS member or once you become PERS eligible after 6 months of employment, the salary range will increase by 6.95% and the required 6% employee retirement contribution will be deducted from your pay.

  • The successful candidate must have a valid driver's license and a satisfactory driving record. Before an offer of employment, DCBS may request that you provide an official driving record.

  • This position is subject to a fingerprint background check for any convictions directly related to its duties and responsibilities. Only job-related convictions will be considered and will not automatically disqualify the candidate.
