As the Policy and Governmental Affairs Lead (formerly Government Affairs & Policy Partner), you will create and lead the policy strategy for Roche Sweden, connecting medical value, health economics, and public policy. Roche has a strong pipeline of innovative treatments and diagnostic solutions. To maximize their implementation in Swedish healthcare, we need an ecosystem ready for healthcare innovation. In this role, you will shape Roche’s policy strategies to prepare Swedish healthcare for future launches, driving systemic change aligned with global priorities (Incentivise, Fund, Deliver). You will serve as the central resource, primary point of contact, and advocate for public policy changes with national decision-makers, governmental agencies, international and regional institutions, and industry bodies, directly reporting to the Head of Policy and Access while collaborating closely with the General Managers of Roche Pharma and Roche Diagnostics.

Your Impact:

• Team Leadership & Agile Accountabilities: Lead, structure, and empower cross-functional policy teams (including the Healthcare Impact Plan Strategy, Priority, and Execution teams) using agile principles (VACC model); drive accountability, align team goals around prioritized policy outcomes, and foster synchronized collaboration across functions.
• Policy Strategy & System Shaping: Identify and prioritize key healthcare areas for Roche AB and Roche Diagnostics to shape, creating and executing policy strategies that enable an efficient path to access and maximize value for our innovations. Monitor, analyze, and communicate key health policy matters relevant to both divisions.
• Healthcare Impact Plan (HIP) Leadership: Lead the HIP Strategy & Priority team and Tactical & Execution team. Maintain a relevant Healthcare Impact Plan, coordinating closely with internal stakeholders to translate company objectives into position papers, policy asks, and clear "signals of success".
• National & Regional Stakeholder Engagement: Act as the primary point of contact for national decision-makers, governmental agencies, and political leadership. Connect stakeholders, mobilize advocates, cultivate key relationships, and lead dialogue regarding major initiatives (such as the national pharmaceutical inquiry, Läkemedelsutredningen, and regional infrastructure readiness) and official proposals/referrals.
• Coalition Building & Industry Representation: Represent Roche as a spokesperson in public policy debates, respond to government referrals, and build active coalitions with industry associations and platforms like LIF, SwedenBIO, and Swedish MedTech to advance socio-political issues impacting healthcare policy.
• Global, Nordic & EU Collaboration: Liaise with Global, EU, and Nordic teams on engagement strategies to align policy efforts, create a favorable regulatory/business environment, and influence healthcare system shaping beyond Swedish borders.
• Diagnostics & Digital Health Focus: Formulate policy-shaping priorities for Roche Diagnostics, positioning Roche as a trusted advisor to enable digital, diagnostic, and new win-win business models in healthcare.

Areas of Strategic Focus & Priorities

• National Pharmaceutical Inquiry (Läkemedelsutredningen): Lead strategic preparations, stakeholder dialogues, and position positioning surrounding potential reforms to funding, reimbursement, and value assessment frameworks.
• Unlocking Value & Funding (Fund): Drive policies that recognize the broader societal value of innovative medicines—particularly for Non-Communicable Diseases (NCDs) like Alzheimer's, obesity, and CVRM—advocating for a higher willingness-to-pay and faster access pathways (e.g., target 180 days).
• Flexible Care & Infrastructure Readiness (Deliver): Support regional infrastructure readiness (testing, diagnostics, IV administration capacity) to ensure health systems can seamlessly deliver new treatments closer to the patient.
• Life Sciences as a Strategic Sector (Incentivize): Advocate for frameworks that attract clinical trials, protect IP, modernize regulatory pathways, and incentivize sustained investment in Sweden’s life science ecosystem.

Who you are:

• Education & Compliance: Relevant university degree, LIF Academy, or similar experience. Commitment to demonstrating Roche values (Integrity, Courage, Passion) and complying with the Roche Code of Conduct and Healthcare Compliance regulations.
• Experience: 10+ years in policy, governmental affairs, or political roles, with a proven track record in public affairs strategy within a corporate or consultancy setting.
• Healthcare System Expertise: Deep understanding of the Swedish healthcare ecosystem, national/regional political landscapes, high knowledge in societal economics, understanding of Access basics, and familiarity with EU health policy and HTA environments.
• Strategic & Leadership Capabilities: Strong system-thinking mindset, ability to quickly move from content analysis to decision-making under pressure, navigate/set strategy while ensuring execution, and experience leading cross-functional teams using agile principles (VACC model).
• Communication & External Network: Strong external network in relevant areas of interest with the ability to influence external networks to drive long-term Roche priorities. Excellent communication skills (written and spoken Swedish and English), with the ability to represent Roche in public debates and media.
