Analytica is seeking a Medicare Payment System Policy Analyst to provide rulemaking and policy support for the Inpatient Psychiatric Facilities Prospective Payment System (IPF PPS) and Partial Hospitalization and Intensive Outpatient Programs (PHP-IOP) under the Outpatient Prospective Payment System (OPPS). This role will support CMS rulemaking activities by conducting policy research and analysis, drafting regulatory materials, and developing high-quality deliverables that inform Medicare payment policy.

The ideal candidate will have experience with Medicare regulations, federal healthcare policy, and regulatory writing. This individual will work closely with CMS staff and internal stakeholders to support the development and implementation of proposed and final rules.

Key ResponsibilitiesRulemaking Support
  • Draft, edit, and review notices of proposed and final rulemaking for CMS programs.
  • Analyze and summarize public comments submitted in response to proposed rules.
  • Develop briefing papers, presentation materials, and supporting documentation for rulemaking cycles.
  • Support the clearance process for proposed and final rules, ensuring timely delivery of all materials.
  • Incorporate CMS feedback and maintain compliance with project schedules and quality standards.
Policy Research and Analysis
  • Research legislative and regulatory history, policy precedents, and Medicare program requirements.
  • Analyze statutory and regulatory requirements to support policy development and decision-making.
  • Stay informed on emerging Medicare legislation, regulations, and policies affecting IPF PPS and PHP-IOP programs.
  • Prepare policy analyses, issue briefs, and recommendations to support CMS initiatives.
Program Implementation Support
  • Identify and document policy changes required for program implementation.
  • Draft revisions to Medicare manuals and program guidance documents.
  • Support the development of change requests and implementation-related communications.
Project Management and Quality Assurance
  • Develop and maintain project plans that support overlapping rulemaking cycles and deliverables.
  • Track milestones, deadlines, and action items to ensure successful project execution.
  • Proofread and review all team deliverables for accuracy, clarity, consistency, and compliance with CMS standards.
  • Collaborate effectively with CMS staff and project teams to ensure high-quality outcomes.
Minimum Qualifications
  • Bachelor's degree in Public Health, Healthcare Administration, Public Policy, Social Work, Business, Healthcare, or a related field.
  • Minimum of 3 years of experience in healthcare policy analysis, regulatory writing, or government consulting.
  • Experience supporting state or federal government agencies, preferably CMS or Medicare-related programs.
  • Working knowledge of Medicare payment systems, Medicare regulations, and federal rulemaking processes.
  • Strong analytical and research skills, including the ability to evaluate policy, regulatory, and statutory requirements.
  • Exceptional written and verbal communication skills, with experience drafting and editing regulatory and policy documents.
  • Ability to manage multiple priorities and meet deadlines in a fast-paced environment.
  • Proficiency with Microsoft Office Suite, including Word, Excel, PowerPoint, and Planner.
Preferred Qualifications
  • Master's degree in Public Health (MPH), Healthcare Administration (MHA), Public Policy (MPP), Social Work, Business Administration (MBA), or a related discipline.
  • Previous experience supporting CMS rulemaking activities.
  • Familiarity with Medicare payment systems, particularly IPF PPS and OPPS.
  • Experience developing policy briefs, regulatory guidance, and executive-level presentations.
  • Knowledge of federal healthcare reimbursement methodologies and payment policy development.

Skills Required
