Job Description Summary
The Policy Analyst will collaborate with the SVP of Policy to develop, implement and manage effective strategies that influence and support public policy decisions primarily at the federal level. This role will serve as point for project management across the policy team, working closely with the SVP of Policy, VP of Policy, and VP of Research and Policy Development, to coordinate and manage wide-ranging team deliverables. The analyst in this role also works with policymakers, national industry representatives, community development partners and Enterprise offices across America to advance Enterprise’s public policy priorities with a particular focus on HUD, USDA, and Treasury appropriations.Location: Hybrid, Washington, DC, with office attendance expected at least two to three days per week.
Job Description
Responsibilities:
Project manage multi-portfolio deliverables for policy team leadership, including developing division-wide communications materials; cross-division policy research and development; drafting and editing speeches, talking points, blogs, newsletters, website content, and other internal and external communications materials; coordinating the development of briefing books; board engagement; and research support for state and local policy team.
Build and maintain strong ongoing relationships with key Congressional staff, the Administration, and related federal agencies, as well as with key policy stakeholders and industry partners, to advance Enterprise’s tax priorities.
Support Enterprise’s appropriations advocacy efforts, working with the Associate Director, Appropriations, Director, Rural and Tribal Policy, and VP or Policy on meeting preparation, internal and external communications, and coalition engagement in support of federal affordable housing program funding.
Represent Enterprise with key coalitions to advance our federal priorities.
Analyze and track federal legislation, regulations, and new proposals that impact Enterprise’s policy priorities and org-wide work streams.
Develop external and internal communications content.
Draft and review congressional testimony, letters, legislative analyses, and advocacy materials.
Work collaboratively with the rest of the policy team in a thoughtful and focused way to enhance the teamwork and effectiveness of the policy office.
Represent the policy team on internal Enterprise cross-team collaboration.
Qualifications:
A minimum of 1-2 years' experience in affordable housing and community development, nonprofit organizations, Capitol Hill and/or other governmental organizations.
A minimum of 1-2 years of project management experience.
BA/BS degree required.
Previous federal policy experience preferred.
Excellent oral and written communication skills.
Excellent PowerPoint and related Microsoft Office software skills
Excellent interpersonal skills and demonstrated ability to build and manage external relationships. Comfort managing deliverables for senior staff.
Ability to work in a non-partisan environment.
Ability to manage and prioritize multiple tasks.
Strong attention to detail and organizational skills.
Team player, adept at diplomacy and collaboration.
Ability to analyze complex issues and synthesize for succinct and effective communication.
Knowledge of federal housing programs is a plus.

The base salary for this role is $80,000 to $87,000, depending on level of skills and experience.
The salary range for this position is represented by the low and high end of the range for the amount to be paid for the position. Salaries paid at Enterprise will vary based on factors that may include skills, education, location, experience, and performance. The salary range is just a part of the total rewards package provided to employees at Enterprise, and other rewards may include annual performance bonuses and generous paid leave programs.
