The Global Evidence Advisory Panel on Skills (GEAPS) is a two-year initiative that will produce a systematic review of evidence on workforce skills development in low- and middle-income countries (LMICs), culminating in a flagship report, policy briefs, and related knowledge products. The GEAPS Secretariat — co-led by CGD and the World Bank — is responsible for research, Expert Panel and Steering Committee coordination, dissemination, and administration. The Policy Analyst will provide analytical, operational, and administrative support across all Secretariat functions, working under the direction of the Project Lead Markus Goldstein (VP and Senior Fellow, CGD) and Senior Policy Analysts to ensure GEAPS delivers high-quality, policy-relevant outputs on time and to standard.
Role and Responsibilities:
This is a full-time position based in Washington D.C or London for two years, with possibility of extension upon funding availability. The Policy Analyst will report to the Senior Policy Analyst and take day-to-day directions from the CGD core project team. They will provide analytical and coordination support for the project. Occasional travel might be required.

 Research and Systematic Review
  • Support the design and implementation of the systematic review under the direction of the Senior Policy Analysts and with the research team, including literature searches, screening, data extraction, topical summaries, cost-effective and heterogeneity analysis.
  • Identify and compile relevant grey literature, proprietary research, and bibliographies and maintain an organized, up-to-date reference library.
  • Assist in conducting cost-effectiveness and heterogeneity analyses.
  • Prepare draft topical paper summaries and background materials for Expert Panel review, with the CGD research team.
  • Support the identification of evidence gaps and the flagging of promising interventions for replication and scaling.
  • Contribute to drafting and revising the GEAPS flagship report, policy briefs, and blogs, under the guidance of the Project Lead and Senior Policy Analysts.
  • Assist in tracking formal review and endorsement processes for GEAPS outputs
  • Maintain an online repository of GEAPS research and knowledge products.
Coordination and Administrative Support
  • Coordinate and schedule Secretariat, Expert Panel and Steering Committee meetings, including preparing agendas, circulating background materials, and drafting and circulating minutes.
  • Assist in onboarding Expert Panel and Steering Committee members
  • Track member engagement and maintain records of member communications and committee activities.
  • Provide logistical support for Expert Panel and Steering Committee meetings
  • Support travel arrangements for Expert Panel members attending pre- and post-launch events.
Dissemination and Partnerships
  • Assist with coordinating the blog series, including managing the rotation schedule, providing notice to contributors, and reviewing blogs before publication with CGD Comms team.
  • Support planning and logistics for workshops, stakeholder consultations, and dissemination events.
  • Assist with in-country and regional dissemination activities, including liaison with intermediary organizations in LMICs.
  • Help maintain GEAPS web presence and contribute content for social media and other communication channels.
  • Assist with funder reporting and other administrative tasks as required.

Qualifications and Experience:
  • Master's degree in economics, public policy, international development, or a closely related field.
  • At least four years of professional experience in political, economic, or public policy analysis related to international development; experience in workforce development, skills, or labor market policy in LMICs is strongly preferred.
  • Strong research and analytical skills, with experience conducting literature reviews or evidence synthesis (academic or professional setting), cost-effectiveness analysis and heterogeneity analysis.
  • Quantitative analysis and visualization skills using Stata, R, or Julia. Proficiency in Python for automating literature reviews and ML-based analysis (preferred, not mandatory)
  • Excellent written communication skills, with the ability to summarize complex material clearly and concisely for policy audiences.
  • Experience supporting committees, working groups, or multi-stakeholder processes.
  • Experience with communications, social media management, or event coordination in a professional context.
  • High attention to detail and ability to manage multiple tasks and deadlines simultaneously.
  • Strong organizational skills, including experience managing shared documents, schedules, and communications.
  • A collaborative, team-oriented working style and ability to work effectively across institutions and time zones.
  • Proficiency in AI productivity tools and familiarity with systematic review methods or tools (e.g., Rayyan) preferred.

Salary Ranges:
US:
$65,600 - $72,000. Pay commensurate with education, skillset, and experience.

The organization is working hybrid with all staff required to be in the office at least three days per week. CGD is registered to employ staff living in DC, Maryland, or Virginia. Candidates must be able to live and work in one of these locations to be considered.

London:
£46,725 - £51,187 per annum plus excellent benefits.
It is a requirement for this role that the successful candidate has, or obtains, the right to live and work in the UK.
It is the expectation that the successful candidate will be within commutable distance to the offices based in SW1. The successful candidate will need to be in the office a minimum of three days a week.
