PMO / Procurement Program Manager

Position Summary
We are seeking an experienced PMO / Procurement Program Manager to support manufacturing ramp activities and operational readiness across ATSN and ATCB manufacturing sites in Malaysia. This role will serve as the single point of contact (SPOC) for procurement program execution, ensuring alignment between sourcing, suppliers, planning, engineering, manufacturing, and factory leadership teams.
The successful candidate will drive procurement governance, supplier coordination, production readiness tracking, and risk management to support increasing production volumes and business growth. This role is critical in ensuring supply continuity, execution visibility, and successful factory ramp-up within a fast-paced semiconductor manufacturing environment.
Key Responsibilities
Procurement PMO & Governance
- Lead and coordinate end-to-end procurement PMO activities across:
- BOM Materials
- Equipment & Spare Parts
- Indirect Materials & Services
- Establish procurement governance, milestone tracking, issue management, and escalation processes
- Monitor procurement schedules, supplier commitments, delivery timelines, and factory readiness milestones
- Maintain procurement dashboards, risk registers, action trackers, and management reporting
- Provide execution visibility and decision-support reporting to factory and regional leadership teams
Supplier & Sourcing Coordination
- Coordinate with sourcing teams, commodity managers, and suppliers to ensure material and equipment readiness
- Track supplier performance and support recovery plans for critical delays or shortages
- Proactively identify supply chain risks and drive mitigation actions
- Ensure supplier KPI compliance including:
- On-Time Delivery (OTD)
- Lead Time Adherence
- Service Responsiveness
- Supply Continuity
- Quality Performance
- Support sourcing alignment with production ramp schedules and capacity expansion plans
Production Readiness & Cross-Functional Leadership
- Work closely with Operations, Manufacturing, Engineering, Planning, Warehouse, and Supply Chain teams
- Drive cross-functional readiness reviews and execution tracking for factory ramp activities
- Coordinate escalation management and recovery actions for supply disruptions
- Ensure procurement readiness supports manufacturing output targets and customer commitments
Reporting & Executive Reviews
- Prepare weekly and monthly PMO reports covering:
- Procurement status
- Delivery performance
- Supply risks
- Mitigation plans
- Production readiness milestones
- Facilitate stakeholder meetings, operational reviews, and executive updates
- Support management decision-making through analytical reporting and execution tracking
Strategic Sourcing Support
- Support development and execution of sourcing strategies aligned with:
- Product roadmap
- Package roadmap
- Capacity expansion initiatives
- Regional manufacturing growth plans
Requirements
Education
- Bachelor’s degree in supply chain management, Engineering, Business Administration, or related field
Experience
- Minimum 10–15 years of experience in:
- Semiconductor manufacturing
- EMS manufacturing
- Procurement PMO
- Supply chain program management
- Factory ramp or manufacturing operations
- Strong understanding of semiconductor backend manufacturing environments
- Experience managing multiple procurement commodities and supplier networks
- Experience supporting high-volume manufacturing operations is preferred
Technical Skills
- Familiarity with ERP/MRP systems such as:
- SAP
- Oracle
- Ariba
- Strong project management and reporting capabilities
- Proficient in Microsoft Excel and PowerPoint for executive reporting and dashboard preparation
Soft Skills
- Strong stakeholder management and cross-functional coordination skills
- Excellent communication and presentation abilities
- Strong analytical thinking and problem-solving skills
- Ability to manage escalations and drive issue resolution in a fast-paced environment
