JOB SUMMARY: Under the direction of the Chief Medical Officer (CMO) or Chief of the Specialty, the Physician is responsible for contributing to the overall medical health program of Franklin Primary Health Center, Inc. Provide the full scope of services which fall under his/her field of training, including but not limited to diagnosis, treatment, coordination of care, and preventive care.  In addition, a Psychiatrist Is a member of the FPHC team.  In that capacity they are expected to be familiar with the philosophy, goals and objectives of the Center and work collaboratively to achieve them. They must be cognizant of, and comply with, all Center policies and procedures, as well as pertinent state and federal regulations.


ESSENTIAL FUNCTIONS:

  1. Responsible for the diagnoses, treatment and maintenance of the patient needing psychiatric services. 
  2. Provides care based on established guidelines
  3. Actively participates in all PCMH activities including but not limited to accommodation of open access scheduling, patient care huddles/pre-visit planning, compilation of patient care plans, patient education and patient self management goals
  4. Works with the CMO, Chief of the Specialty, COO and Chief Executive Officer in regard to non-medical duties and are subject to all agency personnel policies.
  5. Supervises functions of all related behavioral / health staff to include administrative employees.
  6. Expected to gain and maintain privileges at local hospitals, if applicable.
  7. Admit or arrange admission of patients needing hospitalization.
  8. Must be willing to work on a periodic on-call basis, if applicable.
  9. Performs other related duties as requested by the Chief of the Specialty and Chief Medical Officer.

 

ADDITIONAL RESPONSIBILITIES:

  1. Supervise mid-level practitioners (nurse practitioner or physician assistant) for routine care and management of common psychiatric problems, and provide consultation and/or accept referrals for complex psychiatric problems. 
  2. The physician shall be available by telephone in emergencies when not physically available on the premises where care is given.
  3. Participate in the education of students rotating with-in FPHC.

JOURNAL CLUB – Participation as Assigned

  1. Identify the goals and objectives of Journal Club and organize the project.
  2. Select and review articles for discussion at quarterly Providers Meeting.
  3. Share copies of articles with colleagues prior to meeting.
  4. Encourage active participation from colleagues.
  5. Evaluate the journal club.  Gather feedback from participants and share results.

QUALITY ASSUARANCE PLAN:  Collaborating physician on a monthly basis will review NP or PA medical records.  Review of medical records will consist of 10% of random sampling of all records of patients within the designated calendar interval.  Review of 100% of records for patients with adverse outcomes will be performed.

HEALTH AND SAFETY REQUIREMENTS: 

1.            Must adhere to safety policies and procedures.

2.            Must receive Safety and Hazardous Communication training annually.

3.            Maintain yearly health maintenance records by obtaining TB skin testing and completion of the hepatitis series.

4.            Knowledgeable of OSHA and CLIA requirements to assure compliance.

 

PERFORMANCE STANDARDS:  Performance will be evaluated by the Chief Medical Officer or designee annually; wherein an overall satisfactory rating is considered as a minimum acceptable level of performance.

PRIVACY RULE COMPLIANCE REQUIREMENTS: 

  1. Adheres to Health Insurance Portability and Accountability Act (HIPAA Privacy Rule) policies and procedures.
  2. Must successfully complete Privacy Rule compliance training annually or as revisions are made to the policies and procedures.
  3. Must comply with Privacy Rule guidelines by learning to protect FPHC patient’s medical privacy.
  4. Must comply with Privacy Rule guidelines by appropriately maintaining our patient information in compliance with national standards.
  5. Must comply with Privacy Rule guidelines by providing appropriate security of FPHC patient records.
 

PROTECTED HEALTH INFORMATION (PHI) ACCESS -UNRESTRICTED/ RESTRICTED-  For purposes of HIPAA Compliance there are 4 workforce categories, which define the level of access to PHI that is granted to the incumbent.  This position is classified under Primary Providers and therefore granted Unrestricted access- for the purpose of providing patient care.  Restricted- for other uses and disclosures, to be defined according to workforce member’s specific job duties.  Use and disclosure must be in accordance with applicable privacy policies and procedures.

Qualifications

QUALIFICATIONS:

               EDUCATION: Graduate of an approved medical school or possess Standard Certificate as issued by the Educational Council for foreign medical graduates.  Possess a license to practice medicine in the state of Alabama issued by the State Board.  Must be Board Certified or Board Eligible and BLS certification preferred,


               CERTIFICATIONS, LICENSES AND REGISTRATIONS: Alabama Medical Licensure, DEA Certification, State of Alabama Controlled Substance Registration, Board Certified or Board Eligible,


PHYSICAL/MENTAL DEMANDS:

1.            Requires working under stressful conditions or working irregular hours.

2.            Must be able to express ideas clearly and concisely; and exercise balanced judgment in evaluating situations and making decisions.

3.            Must be able to communicate, written and orally, information to clients and staff.                                                                         



Skills Required

  • Graduate of an accredited medical school or equivalent (foreign medical graduates)
  • Alabama medical license to practice
  • Board Certified or Board Eligible in Psychiatry
  • DEA certification
  • State of Alabama Controlled Substance Registration
  • Basic Life Support (BLS) certification
  • Ability to obtain and maintain hospital privileges locally, if applicable
  • Annual TB testing and hepatitis series (maintain health maintenance records)
  • Annual Privacy Rule (HIPAA) compliance training and adherence to PHI protections
  • Knowledge of OSHA and CLIA requirements
  • Willingness to work periodic on-call shifts and be available by telephone for emergencies
