Description of Work

The North Carolina Department of Transportation (NCDOT) is seeking a skilled and motivated Physical Security Specialist to support safety and resilience across our Highways West facilities. This role is ideal for a security professional who enjoys fieldwork, problem solving, technology oversight, and collaborating with diverse teams to keep people, assets, and operations secure.
What You’ll Do
Security & Risk Assessments
• Conduct physical security surveys and vulnerability assessments across DOT Highways West facilities.
• Identify risks including theft, unauthorized access, and threats to infrastructure.
• Evaluate fencing, lighting, access points, and surveillance systems.
• Recommend corrective actions that enhance safety and reduce exposure.
Security Technology Oversight
• Oversee installation and performance of security technologies such as CCTV, access control, alarms, and perimeter detection.
• Coordinate with contractors, IT, vendors, and facility staff to ensure systems meet standards and operate reliably.
• Support troubleshooting, system configuration, and performance optimization.
Policy Development & Compliance
• Create and update physical security policies, procedures, and standards.
• Ensure alignment with NCDOT, state, and federal requirements.
• Identify compliance gaps and emerging risks, providing clear recommendations and action plans for leadership.
Investigations & Incident Response
• Assist with investigations involving theft, vandalism, workplace violence, unauthorized access, or security breaches.
• Collaborate with OIG, law enforcement, Emergency Management, and IT security teams.
• Review surveillance and access data to support findings and implement preventative measures.
Emergency Preparedness & Training
• Develop and maintain Continuity of Operations (COOP) plans and emergency procedures.
• Support readiness for severe weather, disasters, hazards, and other security threats.
• Deliver security awareness and emergency response training to field staff and supervisors.

This position requires a valid driver’s license due to required business-related travel and the need to operate a company or personal vehicle while conducting security related duties. Responsibilities may include duties such as traveling between company locations or work sites, attending meetings or training sessions, delivering or retrieving documents, supplies, or equipment, making postal runs, and completing other off-site administrative or operational tasks as assigned.

Knowledge Skills and Abilities/Management Preferences

Salary Grade and Salary Range: NC 19 $67,122-$117,465

Management prefers applicants with the following:

• Knowledge of physical security principles, risk management strategies, and security technologies applicable to transportation, highway operations, and field-based environments.
• Skill in conducting vulnerability assessments and evaluating security risks for rural, remote, open‑air, and geographically dispersed DOT-Highways facilities.
• Experience assessing and mitigating theft, vandalism, and operational security risks involving heavy equipment, fuel, materials, fleet assets, and critical infrastructure.
• Demonstrated ability to develop, implement, and review physical security plans, protocols, and procedures for maintenance yards, storage sites, fleet operations, and construction or facility modification projects.
• Working experience collaborating with law enforcement, emergency responders, contractors, engineers, and operational staff while preparing reports, analyzing risks, and supporting investigations or emergency situations.

Bachelor's degree from an appropriately accredited institution and five (5) years of progressively experience related to the area of assignment; or an equivalent combination of training and experience.
